Director of Public Liaison for the White House Conference for a Drug Free
America Barbara B. Hayward, on behalf of Chairman Lois Haight Herrington, has
invited you to give the closing address at their regional meeting on
Wednesday, 11 November in Los Angeles. Also on the program will be California
Governor George Deukmejian, former UCLA basketball coach John Wooden, Dr. Beny
Prim and CEO of Coca-Cola Telecommunications Herman Rush. Alternate dates
and places of 3 December in Jacksonville or 9 December in Albuquerque were
suggested.
The White House Conference for a Drug Free America was mandated by the
Anti-Drug Abuse Act of 1986., and established by an Executive Order from
President Reagan on 5 May 1987. The Conference's purpose is to review and
critically assess all areas of the drug abuse crisis in the U.S. Through a
series of regional meetings and forums, the Conference plans to focus public
attention on effective methods of curbing drug abuse. The national meeting is
scheduled to be held in Washington, D.C. 28 February - 3.March. (For further
information see brochure and press release opposite.)
In your role as Director of Central Intelligence, I do not believe that
this is an appropriate audience for you to address. Also, you have speaking
commitments on the evening of 10 November in Washington and on 13 November in
Chicago. In any case, I would rather see you address a national conference
rather than a regional one. If you agree, attached is a letter of regret for
your signature.

my calendar, I see my schedule conflicts with your proposed dates and I will
have to decline the honor. However, I certainly wish to add my voice in
support of the Conference.

Dear Judge Webster:
As you know, on May 5, 1987, President Reagan appointed Lois
Haight Herrington to be Chairman of the White House Conference
for a Drug Free America. The Conference will hold six regional
meetings this year, and a national meeting in Washington, D.C.
from February 28 to March 3, 1988. I am*enclosing a fact sheet
on the Conference, as well as a press release and a tentative
agenda for the Los Angeles meeting.
On behalf of Lois Herrington, I would like to invite you to give
the closing address for the second regional meeting in Los
Angeles, California, on Wednesday, November 11, 1987 at
11:00 a.m.
One of the issues we will be discussing during these meetings is
that of law enforcement. With your background in both the FBI
and the CIA, you would be the perfect person to speak on this
subject, which is such an important concern in the overall
strategy of eliminating illegal drug use in our society. Also,
your presence would help make this meeting a real credit to the
President.
If your schedule does not permit you to accept the invitation for
Los Angeles on November 11,._we would like you to speak in either
Albuquerque, New Mexico, on Wednesday, December 9 or
Jacksonville, Florida, on Thursday, December 3, again for the
closing address.
I look forward to hearing from you, and hope that your schedule
will allow you to accept our invitation to speak in Los Angeles,
or if not, then at one of these other two meetings.

OFFICE OF THE CHAIRMAN
Dear Concerned American:
The White House Conference for a Drug Free America, authorized by Congress and established by
President Reagan, is holding six regional conferences in November and December, 1987, to consider
effective strategies to combat the crisis of drug abuse in this country. I would like to extend an invita-
tion to you to attend the meeting being held in Los Angeles, California from November 8-11.
The input and suggestions of Americans with real experience in the battle against illicit drugs are critical
as we take a hard look at the problems and seek a broad national strategy for removing drugs from
our society. Those of you who work with this problem on a daily basis know best how serious the
problem is, and what approaches are working or not working as we search for answers.
This meeting is an opportunity to work with many others, and to share with decision-makers and
government officials what you have learned from your efforts. The information you can bring to this
conference and the ideas and recommendations you can make will be a key to finding effective strategies
which can be implemented in communities and at the state and national level across the country.
Following the six regional conferences, we will gather all of this information together for a national
conference in Washington, D.C., February 28-March 3. As a participant in the regional conference,
you will be invited to attend this national conference and share in the discussion, resulting in the
final report to the President and to Congress.
I hope you will make every effort to accept this invitation to participate in the White House Conference
for a Drug Free America. Your ideas and experience are important to us, and to future generations
of Americans.
Please join us in working to develop a national strategy to make America drug free. I look forward
to meeting you in Los Angeles.

* The White House Conference For A Drug Free America was mandated
by the Anti-Drug.Abuse*Act of 1986, and established by
President Reagan''s Executive Order #1259'5,, of May 5, 1987.
* The Conference has a broad mandate to review and critically
assess all areas.of.the drug abuse crisis in the U.S. It
will bring together knowledgeable. individuals from the public
and private sectors who are concerned with drug abuse
prevention, education, and treatment, and the production,
trafficking and distribution of illicit drugs.
* Through a series of meetings and forums, the Conference will
focus public attention on effective methods of curbing drug
abuse; look at the essential role of parents and family
members in preventing drug abuse; explore ways to foster an
attitude of.intolerance of illicit drugs nationwide; and
help eliminate both the supply and demand-for these drugs.
* The Conference is chaired by Lois Haight Herrington. Mrs.
Herrington, a former Assistant . Attorney. General of the.U.S.,
has had a distinguished career in the criminal juitice`system
and is a former juvenile hall counselor, probation, officer,
and Deputy District Attorney. She previously. served as
chairman of the President's Task Force on Victims of Crime,
and also coordinated the Attorney General's Task Force on
Family Violence and the President's Child Safety Partnership.
She is a four-time delegate to United Nations Conferences.
* Conferees are being appointed by the President on the basis of
their experience and commitment to a drug-free society. These
include: members of the President's Cabinet, state and local
officials, business leaders, educators, religious leaders,
sports commissioners, coaches and athletes, law enforcement
officials, representatives of family groups, youth, and those
working in drug abuse prevention, treatment, rehabilitation,
and research.

gathering of information and to encourage contact between

SPEAKERS ANNOUNCED FOR SECOND REGIONAL FORUM
OF THE WHITE HOUSE CONFERENCE FOR A DRUG FREE AMERICA
WASHINGTON, D.C. --- California Governor George Deukmejian will
make welcoming remarks Monday morning, November 9, at the opening
session of the regional meeting of the White House Conference for
a Drug Free America (WHCDFA) in Los Angeles, Nov. 8-11.
John Wooden, former basketball coach at the University of
California, Los Angeles (UCLA), will also speak at the meeting,
which is the second of six regional conferences to be held prior
to the national meeting of the White House Conference next
Feb. 28-Mar. 3 in Washington, D.C. Wooden will be the luncheon
speaker Tuesday, Nov. 10.
Wooden was head basketball coach at UCLA from 1948-1975 and
was named to the National Basketball Hall of Fame as a player in
1960 and as a coach in 1970. The U.S. Basketball Writers
Association named him Coach of the Year in 1964; 1967; 1969;
1970; 1972; and 1973.
Also on the program at the Los Angeles meeting will be:
--Dr. Beny Primm, Executive Director and co-founder of the
Addictions Research & Treatment Corp. in New York. Dr. Primm
will be the luncheon speaker Monday, Nov. 9. He is considered
an
expert on substance abuse in minority communities and is on the
National Advisory Council on Drug Abuse for the National
Institute of Drug Abuse.
--Herman Rush, Chairman & Chief Executive Officer of Coca-
Cola Telecommunications. He is a member of the Academy of
Arts and Sciences, TV
the Hollywood Radio and TV Society, and the
Producers Caucus. He is a member of the Entertainment

Council, which helps raise money for anti-drug abuse projects.
Mr. Rush will host the welcoming reception Sunday, Nov. 8 from
6 p.m. - 8 p.m. and will speak at dinner Monday, Nov. 9.
--Jeff Pomerantz, who founded the "Hollywood Says 'No' To
Drugs Honor Roll" and "Hollywood Kids Say 'No' To Drugs," both of
which use celebrity influence to fight drug abuse. Mr. Pomerantz
starred as Dr. Peter Janssen for four years on the daytime
serial, "One Life To Live." He has also appeared in "Magnum
P.I.," "Remington Steele," "Fame
," and "Dynasty," among other
television shows.
The conference will be held at the Los Angeles Airport
Marriott.
Lois Haight Herrington, Chairman of the WHCDFA, said that
the schedule of six regional conferences culminating in a
national conference is designed to give all Americans the chance
to be heard on the drug abuse issue. The primary purpose of the
White House Conference is to review and critically assess all
areas of the drug abuse crisis in the U.S. and help develop the
most effective national strategies to make America drug free.
The conference will emphasize such areas as drug-free
education; a drug-free workplace; drug abuse treatment; drug-free
sports; drug law enforcement; drug abuse prevention; drug-free
transportation; drug-free public housing; international drug
control; and drug-free media and entertainment.
Those attending the Los Angeles conference and other
regional conferences will have the opportunity to contribute to a
final report to the President and Congress with recommendations
and results of the conference, Mrs. Herrington said.
Other regional meetings of the White House Conference will
be held in Cincinnati, OH, Nov. 15-18; Jacksonville, FL, Nov. 3-
Dec. 3; Albuquerque, NM, Dec. 7-9; and New York Cit 0
