SUBJECT: Your confirmation. hearing
I have discussed with Sven Holmes whether the Committee
could refrain from asking for written answers to questions that
you answered prior to your April, 1986 DDCI confirmation hearing.
Sven responded that since the Senate report of your DCI hearing
must be full and complete, you could not answer written questions
merely by cross-referencing or including as an appendix excerpts
from written answers submitted for another hearing. On the
other hand, he urgedyyou to crib freely from your earlier
answers, making adjustments necessary to match the circumstances
of the current hearing.
In these circumstances, I believe that you need only rework
questions 13, 43, and 44. These are respectively:
13 - Qualifications (describe why you believe you are
qualified to serve in the position for which you have
been nominated);
43 - Describe in your own words the concept of
Congressional Oversight of US intelligence activities.
In particular, characterize what you believe to be the
obligations of the Director of Central Intelligence,
the Deputy Director of Central Intelligence, and the
Intelligence Committees of the Congress, respectively,
in this process.
44 - Define in your own words the duties of the
position to which you have been nominated.
I recommend that take a first cut at revisincSTAT
these three statements.
