Possible candidates are as follows. ? House Leadership Omnibus Anti-Drug Legislation: On 9/8, the House leadership will introduce its omnibus anti-drug bill. It was drafted by the leadership during the recess and is based on inputs from several House committees. Advance reports indicate two issues of possible interest to the Agency: '1) insure that the authority for the Customs Service to use "commercial cover" in its enforcement operations does not stray into intelligence matters; and, 2) insure that existing intelligence & national security agencies special authorities for dealing with employee drug & alcohol abuse problems are maintained. The bill also calls upon the President to submit within six months legislation for'an anti-drug governmental reorganization. ? Administration Anti-Drug Package: The Administration is preparing for release on 9/14 (timed to coincide with a major anti-drug speech by the President) its own anti-drug package, said to consist of proposed legislation and an Executive Order directing specific anti-drug actions with respect to federal agencies and employees. The Administration is not likely to seek introduction of its legislation in the House but will wait and introduce it in the Senate. ? $12 Million for Surveillance of Central & South American Drug Smuggling Activities: S. 2638, the Senate-passed version of the Department of Defense Authorization bill for Fiscal Year 1987, contains a provision authorizing $12 million for surveillance of Central and South American drug smuggling activities. Because of provisions inserted in its House counterpart on the House floor which the Administration finds highly objectionable (limits on "Star wars" funding, test ban provision, etc.), the Administration may signal the Senate not go to confereence on the bill, thereby "killing" it for this year. If that happens, another vehicle for the $12 million will have to be found. ? Senate Democratic Anti-Drug Bill: Several Democratic Senators have cosponsored S. 2176, Senator Biden's bill to create a Cabinet-level "Office of National and International Drug Operations and Policy". This is the same "drug czar" bill to which the Agency objected several years ago (and as such it ignores the existence of the National Drug Enforcement Policy Board). Senate Republicans have yet to put forward their ideas and are not likely to do so until after House action on House leadship bill and announcement of the Administration "package".
