SUBJECT: DoD Draft Report on H.R. 3176 - To increase
the penalties for certain violations for Arms
Export Control Act
1. On 4 February 1986, I was contacted byl of
OGC who advised that the position of the General Counsel on
H.R. 3176 to increase the penalties for certain violations for
Arms Export Control Act was to defer to the DoD on this matter.
2. I called OMB and indicated to Pearl Paper that the
position of the Agency on Defense's draft report on H.R. 3176
was to defer to the DoD.
