Approved For Release 2011/01/25: CIA-RDP90B01390R000801010047-9 Central Intelligence Agency The Honorable Jack Brooks Chairman Committee on Gover'nment Operations House of Representatives Washington, D.C. 20515 This letter is a final response to your request of 27 January 1986 for the views of the Central Intelligence Agency on H.F. 4025, a bill that would exempt federal retirement cost-of-living allowances from the Gramm-Rudman sequestration procedure. Mr. Casey has asked me to respond on his behalf. The Central Intelligence Agency is very much concerned that its employees receive an adequate pension. H.R. 4025 would ensure that federal employees' pensions are not eroded through inflation. However, H.R. 4025 is not consistent with the President's budget and the Administration has, therefore, decided to oppose this legislation. The Office of Management and Budget has advised that there is no objection to the submission of this report from the standpoint of the Administration's program. Sincerely, David D.
