FEBRUARY 15. MEETING LASTED ONE-HALF HOUR AND WAS EXTREMELY
CORDIAL. NAMPHY WELCOMED U.S. CONGRESSIONAL INTEREST IN RECENT
EVENTS IN HAITI AND EVIDENT COMMITMENT TO ASSIST NEW HAITIAN
GOVERNMENT IN IMPROVING WELL-BEING OF HO.ITIAN PEOPLE AND HELPING TO
BRING DEMOCRACI'.
4. NAMPHY TOLD SENATOR TRIBLE THAT THE CNG HAD A COMPLICATED
JOB AHEHRUKL A SOLID BASE HAD TO BE LAID ON WHICH DEMOCRACY COULD BE
CONSTRUCTED SO THAT POLITICIANS WOULD NOT EXPLOIT THE PEOPLE
LEAVING HAITI IN 7HE HANDS OF A NEW DICTATORSHIP. THE GOVERNMENT,
NAMPHY SAID, HAD LAID OUT ITS PROGRAM IN HIS BEBRUARY 10 ADDRESS AND
WAS COMMITTED TO DEMOCRACY. THE NAME ITSELFOF THE GOVERNMENT -- _

5. NAMPHY STRESSED THAT THE CNG HAD HAD TO MOVE QUICKEN AFTER ITS
FEBRUARY 7 ASSUMPTION OF POWER TOSTABILIZE THE SECURITY SITUATION.
THIS EXPLAINED THE COMPOSITION OF THE NEW CABINET. IT WAS NOT
EASY TO GET RID OF THE VSN WITHOUT BLOODSHED. IN ORDER TO CREATE
A CLIMATE IN WHICH VSfv MEMBERS COULD FEEL SECURE AND WOULD ALLOW
THEMSELVES TO BE DISARMED, THE CNG HAD DECIDED IT WAS NECESSAR`! TO
INCLUDE CERTAIN CABINET MEMBERS WITH VSN CONNECTIONS. THIS HAD
WORKED, THE ENDING WAS HAPPY, BUT NAMPHY STRESSED THAT THE CABINET
WAS TRANSITIONAL. HE ACKNOWLEDGED POPULAR ANIETY AND SAID ALL
DEMANDS WOULD BE "LISTENED TO ANALYZED AND RESPONDED TO IN
GOOD TIME." THIS COULD NOT 6E DCNE IN DISORDER AND THE CNG WAS
STRESSING TO THE PEOPLE THAT THE DAMAGE OF 28 YEARS COULD NOT
BE UFJDCNE IN EIGHT DAYS.
6. NAMPHY SAID THE ECONOMIC SITUATION IS VERY DIFFICULT.
c~H TECHNICAL SERVICES WOULD BE PRESENTING PROPOSALS TO USAID FOR
BOTH IMMEDIATE AND LONG-TERM AID. THE CNG HAD TO MEET THE IMMEDIATE
NEEDS OF THE PEOPLE FIRST, THEN PROVIDE A MINIMAL LEVEL OF EDUCATION
SO THAT ThiE PEOPLE COULD CHOOSE THEIR LEADERS INTELLIGENTLY.
ELECTIONS, NAAMPHY EMPHASIZED, COULD NOT BE HELD WITHOUT THIS
PREPARATION. WERE HAITI TO HOLD ELECTIONS IMMEDIATELY, THERE
WOULD BE A DICTATORSHIP AGAIN WITHIN FIVE YEARS. THE CNG PRESENTED
HAITI 'S FIRST CHANCE AT A GOVERNMENT WHICH WOULD PROTECT THE
INTERESTS OF ALL THE HAITIAN PEOPLE AND THIS, NAMPHY CONCLUDED,
WAS THE CNG'S BEDROCK POLICY.
7. SENATOR GTRIBLE CONGRATULATED PRESIDENT NAMPHY ON THE CNG'S
COMMITMENT TO DEMOCRACY AND ELECTIONS. HE ACKNOWL.EDRUD THAT
ELECTIONS PN HAITI CLEARLY WERE IMPOSSIBLE OVERNIGHT. AT THE
SAME TIME. HE SAID. NEITHER THE INTERNATIONAL COMMUNITY NOR THE
HAITIAN PEOPLE THEMSELVES COULD WAIT FOREVER. TRIBLE SAID THIS
