We have utline of this hearing, which Bernie told me yesterday a approved by Durenberger, but frankly we are mystified as to what objective or purpose they have in mind. On the one hand, staffers have told us that the Committee wants to learn whether we want new legislation on personnel--according to Bob Magee, we don't--but other staffers appear more interestefi in weaknesses 25X1 SUBJECT: Upcoming SSCI Hearings and Briefings Yesterday I negotiated at some length with Bernie McMahon regarding the attached so-called hearing schedule for June - September. In the event, Bernie agrees that most of these "hearings" can be handled as.NIO briefings. Hearings You will soon receive a letter regarding an 18 June hearing entitled "Intelligence for Regional Security Policy." Translated into English, this is a request for your assessment of our collection and analysis capabilities in support of Administration-supported, anti-communist insurgencies around the programs encies. Yet another theme is whether all agencies in the Intelligence Community should pursue uniform personnel policies--obviously they can't. As 17 July approaches, we will learn more about this hearing and hopefully shape it into something more coherent. No other hearings beyond these three are currently scheduled through September, though undoubtedly some will crop up. Briefings According to my understanding with Bernie, which he can modify if he chooses, everything else appearing on the attached schedule will be handled as a briefing by the appropriate NIO, or if you prefer, by a DI office director assisted in some cases by a DO division chief. These hearings and briefings comprise a very odd list, and there is much opposition to it among Committee staff. Bernie is playing to the tune of the National Intelligence Strategy, which includes most of these subjects. In his view, only the strategy gives coherence to the oversight process. I hope that as we move into the summer and closer to the election, Committee interest will flag to the extent of cancelling many of these briefings. We have received advance notice from the SSCI concerning a new series of hearings the Committee plans to hold during the remainder of this session of Congress. The tentative hearing schedule is attached. Our understanding is that letters of invitation have not yet been sent out, and we have not yet opportunity to discuss any of the details with the appropriate staff. 2. Looking at the topics to be covered, my preliminary thought is to recommend that Dick Kerr take the lead for almost all of the hearings except those dealing with "Personnel Law & Policy" and "Intelligence Support for Nuclear War," which I would propose to coordinate as they have more of a Community flavor. It may be appropriate for others (primarily DIA) to be involved in some of the hearings scheduled for August.
