Dear Mr. President: We are writing to ask you to put the power, prestige and good offices of the U.S. clearly and unequivocally behind the upcoming efforts of the Contadora Group to seek a negotiated end to the bloodshed in Central America. On June 11, 1985, in a letter to Representative Dave McCurdy,.you emphasized Your determination_.to..,seek a political solution through-.the diplomatic -.initiatives-of.the Contadore:=?nitions. We believe that Contadora has reached a crossroads: in one direction lies the death of the peace process and a rising level of bloodshed; in,the other direction lies a renewed Contadora process, with the strong support of the democracies of Latin America and our deoperatic;.allies;taround the world. The signers of this letter have differing v2..'..-points about contra funding. However, we share the conviction .t.-.:t the time has come f or . .. a major diplomatic initiative by the U.S., i-. support of Contadcra, and we believe we share with you the belief at any negotiated solution must provide for an end to any Nicaraguan support for f_reign forces, full security guarantees for Nicaragua's neighbors, a-:d one. creation of open, pluralistic political insti-itions within ':__araz.:a that would protect human rights and allow the-'licaraguan pecc:.. h c oose their own political destiny. Recently, in Guatemala City, at the suggestic of the Contad:ri the Central American nations, including Nicar iua, accepted _ fundamental principles, which would apply to Central Amer__t- -a=xons, and initiated plans for anew diplomatic effc to incorpora ?nto a legally binding, verifiable treaty. Mr.'Pr sident, we shar?_ skepticism about the ultimate willingness of ie Sandinistas ::ivel accept these principles, and we share your ou-:age at the ab:._?. human rights that are a daily occurrence in c:_=aragua. However, we believe, as do the overwhelming n:jority of democra-.: nations, in Latin America and throughout the world, that the. To announce that you are postponing any decision on what kd. of contra funding to request until the Central American summit meeting. in march, which is designed to seek a major breakthrough in the Contadora negotiations. 2. To announce your willingness to meet with the Contadora Heads of State, if they so request, to explore any actions the U.S. might take to facilitate a diplomatic solution based on the Contadora principles; and to fully consult with the Latin American democracies, and Congress, after the Central American summit, to determine the possibility of the Sandinistas accepting and implementing a final, verifiable Contadora Treaty that would include the full protection of Nicaragua's neighbors and the protection of human rights and political and religious freedoms for the Nicaraguan people. 3. To support the creation of a bipartisan delegation, including leading supporters and opponents of contra funding, accompanied by senior Administration officials of your choosing, to meet with officials in any nation.,you deem, appropriate, to explore how.: the U.S. can best 'support Contad h ora aad Whet r, and under what circumstances, the Sandinistas 'might sign a final Contadora Treaty in line with the principles of Contadora and your letter of June 11, 1985. We believe that the recent -actions.'in Guaterr.s : i provide. a potentially historic opportunity for our country to be a :)sitive and--constrsctive force for peace, supporting the democracies -= Latin America and the world behind an end to the blgodshed on terms that promote our nat-onal ideals and protect our national security.
