October 2, 1986 Mr. David Gries Office of Congressional Affairs Central Intelligence Agency Washington, DC 20505 The Office of Technology Assessment of the U.S. Congress is in the final stages of preparing its report "The Border War on Drugs." One of the issues we are preparing for presentation involves the use of information collected by the traditional intelligence agencies by the Federal law enforcement agencies. Obviously, there are some fundamental issues here regarding the protection of intelligence sources and methods and the possible use of information in a prosecution. Since the intelligence agencies are disseminating some narcotics related information to law enforcement, some guidelines for the protection of that information must have been agreed to.
