At our meeting on 15 October 1986, you requested that the UDAC draft a
letter for your signature to inform NSPG members of activity to combat
unauthorized disclosures since the 8 June 1986 NSPG meeting. In view of the
caution expressed at that meeting about the creation of papers which could be
misinterpreted, we have prepared a set of talking points, and recommend they
be used, instead. If you desire to have the talking points revised or if you
prefer a letter instead, please advise.

TALKING POINTS ON UNAUTHORIZED DISCLOSURES
JUNE - OCTOBER 1986
Actions taken since 8 June 1986 NSPG meeting:
DCI created staff to identify unauthorized disclosures, ensure
coordination in Community and encourage referral to Justice.
Director, FBI consolidated action on leak investigations in Washington
Field office
.
Action on unauthorized disclosures has included termination of
More cases are being sent to the FBI for investigation.
Process of bringing leaks to attention of investigators has been
accelerated, but more needs to be done.
Meetings among the DCI, Attorney General, Director/FBI and DIRNSA
regarding ways to improve anti-unauthorized disclosure efforts.
Reporting to senior officials on nature and scope of unauthorized
disclosure problem has been instituted on a monthly basis.
What is needed to assist in combatting unauthorized disclosures:
More rapid interagency support for authenticating and reporting
unauthorized disclosures; treat as bank robberies rather than SEC
violations.
Improved understanding and agreement on procedures and objectives of
interagency efforts to deal effectively with unauthorized disclosures;
fragmented efforts demonstrably are ineffective.
Short-to-medium range commitment of more resources to this effort; FBI and
CIA commitments should be matched to avoid an unbalanced program.
Personal leadership and example by agency heads, including personal
scrutiny of their respective programs to identify and investigate
unauthorized disclosures.
Uniform overall approach to media contacts, attribution, backgrounders,
and other situations possibly affecting unauthorized disclosures.
There is much to be done; we are only scratching the surface; interagency
commitment to a long, uphill struggle is needed.
