MEMORANDUM FOR THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Possible Investigation of Former Commerce
Official for Unauthorized Disclosure -
INFORMATION MEMORANDUM
2. This view is based on the following considerations:
- There is no evidence that any SIGINT was disclosed
to any unauthorized person.
- The GAO reported to the Congress the results of
their investigation of the apparent leak. During their
investigation, cleared GAO people reviewed the SIGINT with
us and concluded that there was no evidence of a SIGINT leak.
In response to a specific question by the Chairman of the
House Government Operations Subcommittee on Commerce,
Consumer, and Monetary Affairs, the GAO said they had no
evidence that Mr. Lenahan had leaked any information.
- The GAO referred the matter of possible conflict
of interest on the part of Lenahan to the DoJ, but had no
basis for referral of the unauthorized disclosure issue.
