SUBJECT: Legislative Program for the First Session of
the 99th Congress
Item 99/1-11 in the list of proposals for the CIA and
Intelligence Community legislative program distributed in your
14 September 1984 memorandum, subject as above, summarizes the
draft Signals Intelligence Protection Act that was submitted for
your consideration on 29 November 1983 by the then NSA General
Counsel About a month later, on 10 January
1984, sent an information copy of that proposal to
Deputy Assistant Attorney General Richard Willard, Civil Division,
Department of Justice. Mr. Willard has expressed interest in
the concept of that legislative proposal.
