Also attached is a copy of the forwarding letter from the Chairman and Vice-Chairman of the SSCI. An advance copy of the Executive Summary/Public Report was forwarded to you on 14 September. 2. Please note that the Committee deadline for the comments on the Executive Summary/Public Report is 26 September. Executive Registry has asked for a reply by 24 September. 3. The following documents are enclosed for your review: 1. Executive Summary/Public Report -- This document contains a statement of the preliminary conclusions reached by the staff working group as a result of the Committee's entire investigation. The Committee is treating the Executive Summary as Secret in its entirety at this time. You should note, however, that much of this material has tentatively been identified as unclassified. We would ask you to pay special attention in your review to determining whether these portions could in fact be released by the Committee as a Public Report containing the Committee's conclusions, findings and recommendations based on its investigation, without resulting in the release of material that is properly classified. Casey September 14, 1984 Page 2 Members of the Committee of course have access to this entire report, and other Senators may be permitted to see it by arrangement with the Chairman and Vice Chairman, pursuant to the security rules laid down in Sen. Res. 400 (1976) which established the Select Committee. We solicit your agency's comments on the contents of this draft. We look forward to your comments on these staff working documents. We wish to emphasize, however, that at the present time they should be considered only preliminary drafts. They have not yet been reviewed by the Members of the Committee, and in fact were only introduced for the Members' consideration on September 13. In addition, the staff has not yet completed their initial investigative activities. For example, several members of the staff will be traveling to San Salvador for interviews with Embassy pesonnel on September 17-18. In view of the shortness of the current Senate legislative period, we ask for your comments on the Executive Summary/ Public Report by September 26, 1984. This will enable the Committee to finalize this document, including any portions that the Committee may decide to issue'as a public report, before the coming Recess. On the separate report dealing we would like to have your comments by October 15. This will enable the staff to finish this product during the Recess.
