Chairman, Joint Chiefs of Staff SUBJECT: Central America: NSPG Meeting of June 25, 1984 Following the meeting of the National Security Planning Group-on June 25, 1984, the following actions are directed: The Secretary of State will continue the meeting now underway with Nicaragua in the context of the reaffirmation of our four goals as stated in NSDD-124 (genuine implementation of democracy;- verified end to export of subversion; verified removal of Soviet; bloc/Cuban personnel; verified reduction of Nicaraguan military:' forces to regional parity) and for the purpose of supporting the. attainment of a regional settlement which meets the twenty-one Contadora objectives. The content of US substantive participation with Nicaragua will be to invite the views of Nicaragua on our objectives as discussed with the Core Four countries and as agreed within the inter&}gency community. For example, the US might encourage one Contadora;.. ..-.- country to convene a conference in which the US participates with - the Core Four to improve the current draft of the Contadora treaty. The US might take other diplomatic actions to help-.---?-: guarantee a truly effective Contadora treaty which meets all - the security needs of the friendly Central American countries. (S)-'-?~ The Secretary of 'Defense and Chairman of the .7o-rnhCfiie s o ~. _ Staff, are requested, by COB Tuesday, June 26 to provide plans for increasing US military activities, exercises and intelligence collection in Central America. This plan should be designed to:l - demonstrate US resolve and enhance the confidence of friendly countries in the region. It should also serve to provide intelligence and an active US military involvement in the regioni_ which would deter/disrupt the expected communist guerrilla .7177' offensive in El Salvador. This plan should be fully coordinates l with. the Secretary of state and the Director of Centra Intelligence. (5) :```""' The Secretary of State is requested to submit'proposals for expanded communications and public diplomacy efforts to obtain:::E,; the resources requested from the Congress including full funding:-_. ---= for the FY 1984 supplemental on Central America. Sandinista program will be treated in separate correspondence.); --: This proposal should include the involvement of the Pres'ident,:US officials, and democratic leaders from' Central American govern-:!- . .... mental and private institutions such as political parties, trad4. unions, civic and religious organizations who might visit 'the.-U~, ----: Western Europe and other Latin American countries (with special'-; attention.to Mexico) in order to tell the truth about the struggle between the forces of democracy and communism.
