We are initiating the 1984 update of the Congressional
Information Sources Inventories and Directories (CIS*ID) data
base. CISID was developed and is maintained by the General
Accounting Office (GAO) to facilitate congressional oversight and
budgetary control as mandated by 31 U.S.C. 1113 and is updated
annually.
The information in this data base is used by congressional
analysts to identify sources of fiscal, budgetary, and program-
related information. The data are also used to publish the Con-
gressional Sourcebook Series. Congressional analysts also have
access to the data on the Library of Congress' SCORPIO informa-
tion retrieval system.
The data base currently consists of 4 files--Requirements
.for Reports to the Congress, Federal Information Systems, Infor-
mation Sources and Resources, and Federal Evaluations. To pro-
vide current information to the Congress in these. areas, we need
your continued assistance.
Therefore, we have enclosed copies of the following
materials which should be used to update information in the data
base for your organization:
--procedures and instructions to assist you in updating the
computer listings of previously submitted information and
in filling out the forms for new data (enclosure 1);
--computer listing(s) of entries in the data base files for
your agency as of the previous (1983) update (enclo-
sure 2);
--forms for submitting new information (enclosure 3); and,

gress, First Session (enclosure 4). You will receive this
listing only if new reporting requirements were identified
for your agency.
You have been designated as the "contact" person by your
agency to update the information in one or more files of the data
base. If there has been any change in this assignment, we would

CONGRESSIONAL REPORTING REQUIREMENTS FILE
PROCEDURES AND INSTRUCTIONS FOR UPDATING AND SUBMITTING
DATA ON CONGRESSIONAL REPORTING REQUIREMENTS
The following material details procedures and instructions
for updating previously submitted information and preparing new
requirements for reports to the Congress as required by 31
U.S.C. 1113 (formerly Title VIII of the Congressional Budget and
Impoundment Control Act of 1974).
Information on reporting requirements is collected annually
by the General Accounting Office (GAO) to facilitate congres-
sional oversight and to update the Congressional Information
Sources Inventories and Directories (CISID) data base. CISID
was developed to assist congressional analysts in identifying
congressional information sources and in monitoring the various
reporting requirements of the Congress.
Agencies should prepare a typed GAO Form 510 for each new
reporting requirement in accordance with the definitions and
instructions below. The instructions include a completed sample
GAO Form 510 (see pp. R-9 and 10) to assist you.
Report
For the purpose of this inventory, a report is any informa-
tion transmitted on a recurring or a one-time basis to the Con-
gress in a narrative, tabular, or graphic form.
Reporting Requirement
A reporting requirement is'any official congressional
request (as contained in a Public Law, U.S. Code, letter, tele-
phone conversation, or any other official means of communica-
tion) to submit information to the Congress on a periodic or
contingency basis. This includes all reports transmitted
directly to the Congress, and those sent to the President for
transmittal to the Congress. Intra-agency reports, interagency
feeder reports, and oral reports are excluded from this survey.
Several reporting requirements may be contained within a
single report document. For example, an agency's annual report
may respond to various reporting requirements. Under these cir-
cumstances, a separate Form 510 should be prepared for each
requirement for the purpose of identifying and evaluating each
requirement.

INSTRUCTIONS FOR PREPARING AND SUBMITTING
GAO FORM(S) 510--CONGRESSIONAL REPORTING REQUIREMENTS
Your completed forms, updated computer listing(s), and any
questions or comments about this inventory should be addressed
to the GAO analyst responsible for your agency as indicated on
pages R-13 thru 15 of these instructions. Your agency's
submissions are required to be returned to GAO no later than

The follow etailed instructions pertain to
(1) new reporting requirement(s), (2) preparing GAO Form(s) 510,
and (3) updating computer listing(s) of previously reported in-
formation.
(1) New Reporting Requirements
We have included a computer listing containing new recur-
ring and one-time reporting requirements for which your agency
is responsible. These requirements were identified through re-
search of legislation enacted during the second session of the
97th Congress and the first session of the 98th Congress. This
listing does not purport to be all inclusive of your new
requirements. Therefore, we ask that you conduct a review to
identify any requirements not identified in the legislative re-
search. For example, you may have some nonstatutory require-
ments for committees or members of Congress or some previously
inadvertently unreported requirements. A supply of GAO Forms
510 are included for your use.
Review the data on the computer listing and complete the
remaining data fields in accordance with the instructions below.
(2) Preparing GAO Form(s) 510
A GAO Form 510 should be prepared for each new reporting
requirement. Included are those identified through the legisla-
tive research (See item (1) above), as well as any of those
reporting requirements not previously submitted to GAO. Provide
all of the information requested on the GAO Form 510 in accord-
ance with instructions provided below. In those cases where a
report has not yet been prepared, please provide your best
estimate for each requested data element. For example, please
identify the office which is most likely to prepare the report,
provide a "proposed" title for the report, identify the House
and Senate authorizing committees, etc. Please indicate in the
"REMARKS=" section of the GAO Form 510 (Data Field 18) if the
report has not yet been prepared to fulfill the respective
requirement.

(3) Updating Previously Reported Information
A computer listing(s) of information previously reported by
your agency is also provided. Review this information for ac-
curacy. Any changes to this information should be printed di-
rectly on the listing. If there is no change for a respective
entry, print "NO CHANGE" at the top of the listing. If an
entire entry is to be deleted, print "DELETE" at the top of the
listing and in the "remarks" section of the listing (Data Field
18), provide a brief statement citing the reason for deleting
the record. The entire computer'listing(s) should be returned
to us whether or not there are changes..
Several agencies have indicated to us that they maintain
computerized inventories of this information and that they would
like to transmit it to us via printout or tapes to eliminate
some duplicate work in responding to our request. We have been
able to accommodate most of these requests. If your agency

(other than the military departments), as currently authorized by law,
[$339,770,000] $398,400,000, to remain available until [September
30, 1987] expended, and, in addition, not to exceed $20,000,000, to be
derived by transfer from the appropriation "Research, development,
test, and evaluation, Defense Agencies" as determined by the Secre-
tary of Defense, to be merged with and to be available for the same
purposes, and for the same time period, as this appropriation: Pro-
vided, That such amounts of this appropriation as may be determined
by the Secretary of Defense may be transferred to such appropri-
ations of the Department of Defense available for military construc-
tion as he may designate, to be merged with and to be available for
the same purposes, and for the same time period, as the appropriation
or fund to which transferred: Provided further, That of the amount
appropriated, not to exceed [$14,500,000] $33,000,000 shall be availa-
ble for study, planning, design, architect and engineer services, as
authorized by law, unless the Secretary of Defense determines that
additional obligations are necessary for such purposes and notifies the
Committees on Appropriations of both Houses of Congress of his

Your letter of 21 March 1983 to this Agency's Director of
Personnel, requesting reports or other information on the
Central Intelligence Agency Retirement and Disability System
(CIARDS) and the CIA Employees Voluntary Investment Plan
(VIP) for fiscal years 1981 and 1982, was referred to this
Office for response. The asserted basis for your request is
Sections 120-124 of the Budget and Accounting Procedures Act
of 1950, 31 U.S.C. SS 68-68d, as added by Section I of Public
Law No. 95-595, 92 Stat. 2541-2543 (4 November 1978). Your
letter indicates that it is-your understanding that the two
.CIA plans mentioned are subject to the provisions of Public
Law'No. 95-595, and that CIA is required by law to file the
annual reports described therein.
Our understanding is directly to the contrary. Section
121(b) of the Budget and Accounting Procedures Act' of 1950,
as amended, 31 U.S.C. ? 68(b), expressly provides that:...
"nothing in [Public Law 95-595] shall be construed as

The Secretary of Defense shall each year submit to the Permanent Select
Committee on Intelligence of the House of Representatives and the Select
Committee on Intelligence of the Senate, at the time the Budget Is submitted
by the President to the Congress for the next fiscal year, a report on the
executive personnel in the Defense Intelligence Agency. The report shall
include --
(1) the total number of positions added to or deleted from the Defense
Intelligence Senior Executive Service during the preceding fiscal year;
(2) the number of executive personnel (including all members of the Defense
Intelligence Senior Executive Service) being paid at each grade level and pay
rate in effect at the end of the preceding fiscal year;
(3) the number, distribution, and amount of awards paid to members of the
Defense Intelligence Senior Executive Service during the preceding fiscal
year; and
(4) the number of individuals removed from the Defense Intelligence Senior
Executive Service during the preceding fiscal year for less than fully
successful performance.
