1. FY-84 Omnibus Supplemental in thr ouse.
Chairman Whitten reportedly has 0e0ded to take the
Omnibus Supplemental to the floor Wednesday afterno9n wi ho4 a
rule thereby making the proposed Kemp apendment "out of
order". It was decided that, given 0.14 situation, Kemp shopld
introduce a different amendment in an effort to obtain w atewer
we can, i.e. $43.2 in additional MAP which has been auth
but not appropriated for FY 84 plus $50 million.
The telephone campaign to reach iv key swing Blembe s *11
continue using revised talking points: it must be c9mp4e edlly
COB July 31. The search for a respectable Democratig co- poripOr
conlinues without much prospect for success. to
2. FY-84 Omnibus Supplemental in the Senate.

Markup of the Ompibus Supplemental by the Senalte

3. Foreign Assistance Authorization Bill in the Senate
The Foreign Aid Bill might come uR in the Senate as early
as riday. Efforts to line up co-spqnsprs for the 44athi s
Ameidment continue. A NSC-State-DOD briefing on Turkey or
sel cted Senators will take place on Tlitursday at 2:00 p. .
4. FY-85 Appropriations Bill in the souse.
The Bill is expected to be marked up by the Foreign Ops
Subcommittee on Wednesday, August 1 at 9330 am. We expe t
number of amendments, including unhelpful ones on Jordan and
thai Philippines.
