STAT
1. I have heard that you are concerned with changes
being discussed for procedures with our Oversight
Committees. I want you to know that I proposed those changes
in response to queries from the DDO and in professional
loyalty to both Clair and to the DO. I haven't been at
headquarters long enough to know how to build empires and I
promise you that is not my intention here.
2. I do know that our present relations with the Hill
are not working (maybe they never did or will). The problem
is that we are simply taking too long to get back to them,
sometimes legitimately so, but more often on rather simple
straight forward. matters that could and should be resolved by
a phone call.
3. More fundamentally, however, I feel that DO area
Division Chiefs have a responsibility that includes Congress,
particularly in this day and age. That responsibility, in my
view, includes record keeping, as well. I see our OLL
responsibility as ensuring that any matter coordinated by the
DO Division up through the DDO then goes out as an Agency
statement representing appropriate coordination with the
Comptroller, OCG etc. I see a shift away from the DO
Division Chief's responsibility, and that bothers me.
4. That said, please be assured that I"m leadin no
palace coup at my end. I have talked with (an STAT
old friend and former house mate.) and I am providing him with
every piece of correspondence on this with which I have
anything to do. Chuck Briggs, and are having a STAT
hard look at our service to both this Agency and Congress and
I know they will be in touch with Clair and with you.
Meanwhile we're going about our business as best we can and
will proceed in a different mode when and if that decision is
made.
