o The Presidential caveat on this Finding limited
Congressional awareness to a generic briefing of
the Oversight Committee Chairmen or the Members,
at your discretion. Because the Chairmen were
out of town you authorized oral briefings of
the Staff Directors.
o Subsequently, when Chairman Boland and
Ken Robinson asked that Lee Hamilton, as
succeeding HPSCI Chairman, be briefed and that
a compartmented record of the briefing be
made, you gave your approval.
o Now, because Reserve moneys are to be used, 0MB
and HAC and SAC must be informed. Al Keel
will receive the request on a hand carry basis.
This package contains letters to the four
Committee Chairmen.
o We need your OK to brief Addabbo and Stevens or,
preferably, Van Wagenen and Dwight Dyer.
