SUBJECT: National Security Study Directive on the Near
East and Southwest Asia
The President has formally approved the attached National
Security Study Directive (NSSD) on the Near East and Southwest
Asia. The NSSD will be managed by an interagency group which
will have its first meeting in the White House Situation Room
on Tuesday, March 23, at 2:00 p.m. This first meeting will be
chaired by the Deputy Assistant to the President for National
Security Affairs. and will consider a draft study outline,
the organization of the effort, administrative procedures, and
milestones.
Attendance is limited to principal plus one. Please call the
names of your representatives to 395-3491.

US STRATEGY FOR THE NEAR EAST AND
SOUTHWEST ASIA
This National Security Study Directive establishes the guide-
lines for a review of U.S. strategy in the Near East and
Southwest Asia. Revised policy guidelines are necessary
which take into account recent regional diplomatic and world
oil market developments as well as the negotiations US
officials have conducted with regional officials since
January 1981. These new guidelines should form a'foundation
not only for specific political decisions but also for
procurement policies, arms transfers, and intelligence plans.
Scope
The NSSD will address at a minimum the following topics:
- US regional interests.
- US regional objectives (to be integrated with those
established by NSSD 1-82), including economic, political and
security goals.
- Priority of US regional objectives.
- Assessment of the major threats to our interests
stemming from intra- and extra-regional sources.
- Overall US strategy, both inside and outside the
region, to address the threats, including:
o economic strategy
o political/diplomatic strategy
o military strategy
o intelligence strategems

- Priority initiatives which should be undertaken to
support the overall strategy.
- US public or declaratory policy.
Administration
The study shall be conducted by an interdepartmental group
comprised of representatives of the Departments of State,
Treasury, Defense, Energy, the Director of Central Intelligence
and the Joint Chiefs of Staff. The scheduling and management
of the study shall be the responsibility of the NSC Staff. All
meetings will be held in the White House complex and will be
chaired by appropriate agencies according to the subject matter
to be considered.
