SUBJECT: Briefing of Senate Select Committee on Intelligence
(SSCI) on Nicaragua, 4 February 1987
Elliott Abrams, Assistant Secretary of State for Latin
American Affairs, and Alan Fiers, Chief of the Central American
Task Force (CATF), briefed the SSCI on Nicaragua at 1000 in
SHOB-219. Senator Bradley was the only member present; he
arrived at 1020 and stayed for about forty minutes. Present
from the SSCI staff were Sven Holmes, David Holliday, Keith
Hall, Ed Levine, Bernie McMahon, Britt Snider, Jim Dykstra,
George Tenet, John Despres, Jeff Smith and Fred Ward. Elliott
Abrams was accompanied by Bob Kagen. In attendence from the
Agency were Deputy Director of the Office of
African and Latin American Analysis/Directorat of
Intelligence, from the CATF, and from
the Office o Congressional Affairs. Abrams and Fiers briefed
on the political and military situations respectively. The
focus of their briefings was on the disarray within UNO.
Senator Bradley pressed Abrams for specific Administration
recommendations for restructuring 'UNO; Abrams promised to get
back to the Senator at the next briefing. Fiers' briefing on
Abrams replied forcefully that fundamentally Gorman was opposed
