Subject: T_g Tn yn1yam,nt in Nicaragua Number 11gR2-67 WHEREAS: The American government has been engaged in a covert attempt to discredit, undermine, and destroy the government of Nicaragua since the ouster of Dictator Anastasio Somoza in 1979 and, WHEREAS: Presidents Carter and Reagan have authorized. CIA action in Central America directed towards the destruction of the current government of Nicaragua and of any progressive or leftist elements throughout the region and, WHEREAS: In the past four years American military delegations have been sent to Guatemala, El Salvador, Honduras, and most recently to Costa Rica and, WHEREAS: The amount of military aid to right wing elements in the area has increased dramatically in the years of the Reagan Presidency and, WHEREAS: In 1981 the United States Navy staged a "war game" type of operation off the Nicaraguan coast and, WHEREAS: On December 5, 1982, the United States and Honduras will begin military maneuvers at the Nicaraguan border, within miles of the Nicaraguan military bases of Mocoron and Cabo Gracias A Dios, an action dangerously likely to provoke open war and, WHEREAS: The hundreds of millions of dollars of military aid flooded into El Salvador since 1979 has produced no decrease in the military effectiveness or popularity of progressive movements in El Salvador and, WHEREAS: Despite the vast amounts of military aid extended to the nations of Central America, the region has not made progress toward peace, stability, and democracy but has rather sunk further into violence and polarization and, WHEREAS: The Los Angeles Times, Newsweek, and other nationally respected periodicals have voiced their opposition to continued involvement in Nicaragua and, WHEREAS: American backed covert operations in Central American can serve no purpose but to escalate local conflicts in the area and to increase the likelihood of American entry into any regional war that may result and, C DCI EXC REG Sanitized Copy Approved for Release 2010/07/30: CIA-RDP90-00806R000201140015-7 Sanitized Copy Approved for Release 2010/07/30: CIA-RDP90-00806R000201140015-7 THEREFORE BE IT RESOLVED that A.S. UCSB Legislative Council calls for an immediate withdrawal of all American military, para-military, covert operations, and intelligence personnel from Central America and, THEREFORE BE IT FURTHER RESOLVED that We request an immediate Congressional investigation of CIA-sponsored activities in Central America, especially of their attempts to de-stabilize the government of Nicaragua, and of the role of Ambassador John Negroponte in such attempts and, THEREFORE BE IT FURTHER RESOLVED that we call for the suspension of all military aid to nations engaged in or harboring military or para-military groups engaged in the subversion of the government of Nicaragua and, THEREFORE BE IT FURTHER RESOLVED that we request our Congressman, Robert Lagomarsino, member of the House Foreign Affairs subcommittee on Inter-American Affairs to address the Legislative Council on the American a::tions against Nicaragua and on his support for recent increases =n military aid to Honduras, El Salvador and Guatemala and, THEREFORE BE IT FINALLY RESOLVED that copies of this bill be sent to the Daily Nexus, Santa Barbara News & RPyiew, Santa Barbara Npws-Pracc, KCSB, the Los Angeles Times, Congressman Robert Lagomarsino, Senators Cranston and Hayakawa, Ambassador John Negroponte, Ambassador Deane Hinton, Assistant Secretary of State Thomas Enders, Secretary of State George Shultz, National Security Advisor William Clark, President Ronald Reagan.
