Your radio documentary series sounds most interesting. However, it is a long standing policy of the Central Intelligence Agency not to take part in or assist with projects sponsored by non-U.S. media organizations. Mr. Carlucci therefore will not be available for an interview during your visit to Washington. In essence, it is an attempt to look at the full spectrum of diplomacy, from tourism to total war, and the illusions and the realities involved in international affairs with a view to building an effective and pragmatic strategy for the west. One of the most important aspects of the problem involves the mechanics of generating and executing an effective policy, and the critical element in this area is the intelligence upon which decisions must be based. This, as you know, leads into a further set of problems involving the gathering, interpret- ation, analysis, and dissemination of information, and into the complications of large organizations and the sheer volume of the data itself. But success here is pivotal to success in all other aspects of foreign policy, for without accurate and effective intelligence, that policy will be blind. I have spoken to several people about this aspect of the problem, and it has been suggested to me that Mr Frank Carlucci may be the best single individual capable of talking about all of these problems, and that the breadth of his experience is such that he can take a wide view, encompassing both the aspects of producer and user of such information. Therefore, I would like to request an interview with Mr Carlucci in the second or third week of September when I hope to be in Washington. After retiring with the rank of Captain in 1974, he spent two years studying, writing and travelling, particularly in Africa, before moving to 2oronto to take up the position of Assistant, and later Associate Editor of the Canadian Defence Quarterly. Nicholas Stethem is now Executive Director of the Strategic Analysis Group and is known across North America as an expert in the fields of international and military affairs. His- broadcasting experience included work with CTV (more than eighty appearances on Canada AM as regular commentator on international and military affairs: consultant, military and international affairs, to W-5), RADIO CANADA INTERNATIONAL ( regular commentator./ consultant on international and military affairs), NATIONAL PUBLIC RADIO (U.S.), GLOBAL TELEVISION, CBC RADIO ( including AS IT HAPPENS, CANADAWATCH, CROSS COUNTRY CHECK-UP, SUNDAY MORNING and others), and STANDARD BROADCASTING. For TV ONTARIO, Mr Stethem developed and co-presented a ten program mini-series on international affairs for the REAL STORY public affairs series. Audience response, both in terms of ratings and viewer comment was unprecedented. Mr Stethem has published feature articles in magazines as diverse as MACLEAN'S and FOREIGN POLICY (U.S.). His commentaries have also appeared in the daily press, including THE GLOBE AND MAIL, THE TORONTO STAR and THE BALTIMORE SUN (U.S.). In early 1980, his schedule has included the University of Lethbridge (lectures, seminar and Chairman and Summing Up Speaker in a debate between General William Westmoreland and Dr. William Epstein), the University of Toronto (address to The Canadian Professors for Peace in the Middle East), and addresses to the Association of Fellows of the Canadian Securities Institute (Toronto), the Canadian Institute of International Affairs (Toronto and Montreal), the Royal United Services Institute (Kingston), The Israel Medical Association (Toronto), and the National Conference of the Canadian Institute of International Affairs (leading a workshop on World Security Problems and the Canadian Response) Nicholas Stethem is a member of the International Institute for Strategic Studies. The Strategic Analysis Group, which he founded in 1979, is already widely accepted as the source of Canada's most accurate information on international affairs. Through its consulting services, it offers analysis of world events unhampered by political or policy constraints, and biased only by the diverse individual viewpoints of its members and contributors. A subscription only newsletter is scheduled to begin later this year. Long-term plans include establishing an Institute dedicated to improving the quality of debate on International and military affairs in Canada.
