Dear Mr. Stethem:
This is in response to your letter of 13 August to
requesting an interview with Mr. Frank Carlucci, the Deputy Director
of Central Intelligence. Your radio documentary series sounds most
interesting.
However, it is a long standing policy of the Central Intelligence
Agency not to take part in or assist with projects sponsored by non-U.S.
media organizations. Mr. Carlucci therefore will not be available for
an interview during your visit to Washington.
I regret that we will be unable to provide any assistance and
wish you well as you proceed with your series. I am enclosing two
brochures which may be of some use.
Sincerely,
SI N[

STAT Dear
I am currently engaged in the production of a five hour radio
documentary series for the program "Ideas", a popular academic
series produced by the Canadian Broadcasting Corporation,
and in the writing of a book on Western strategy in the 1980s.
In essence, it is an attempt to look at the full spectrum of
diplomacy, from tourism to total war, and the illusions and
the realities involved in international affairs with a view
to building an effective and pragmatic strategy for the west.
One of the most important aspects of the problem involves the
mechanics of generating and executing an effective policy, and
the critical element in this area is the intelligence upon
which decisions must be based. This, as you know, leads into
a further set of problems involving the gathering, interpret-
ation, analysis, and dissemination of information, and into
the complications of large organizations and the sheer volume
of the data itself. But success here is pivotal to success
in all other aspects of foreign policy, for without accurate
and effective intelligence, that policy will be blind.
I have spoken to several people about this aspect of the
problem, and it has been suggested to me that Mr Frank Carlucci
may be the best single individual capable of talking about all
of these problems, and that the breadth of his experience is
such that he can take a wide view, encompassing both the
aspects of producer and user of such information. Therefore,
I would like to request an interview with Mr Carlucci in the
second or third week of September when I hope to be in Washington.
Ideally, I would like to tape the interview for broadcast -
he will be in such distinguished company as Lord Carrington
and, I hope, Mr Muskie - but I would understand any limitations

which might have to be placed on this. From my own point
of view, the important thing is that his input from his
unique position have an effect on the overall content simply
because this must be a pragmatic as opposed to a purely
theoretical study.
Enclosed is a press release biography (which errs on the
side of exaggeration) for your information. If you require
anything further, please do not hesitate to contact me.
Thank you for your help in this matter.
Yours sincerely,
Nicholas Stethem
Executive Director
