He is dean of the California delegation and has been a long- time member of the CIA Subcommittee of House Appropriations Committee. 3. It is not possible-to determine who would replace him on the Subcommittee since Chairman Cannon did not 1o11oVI the precedent of seniority in appointing Frank Dow-.n lieu of Representative Taber. On seniority basis, Representative Albert Thomas (D., Texas) is next in line after Sheppard on the.full Committee.
