MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Retirement of Representative Harry R.
Sheppard (D., California)
1. This memorandum is for information only.
2. Representative Sheppard will not seek reelection next
year. He is dean of the California delegation and has been a long-
time member of the CIA Subcommittee of House Appropriations
Committee.
3. It is not possible-to determine who would replace him on
the Subcommittee since Chairman Cannon did not 1o11oVI the precedent
of seniority in appointing Frank Dow-.n lieu of Representative Taber.
On seniority basis, Representative Albert Thomas (D., Texas) is
next in line after Sheppard on the.full Committee. On the Defense
Subcommittee the next in line in seniority is Representative Robert
L. F. Sikes (D., Florida).
