SESSION S*888 IN THE SENATE OF THE UNITED STATES 1&%RCH 14 (legislative day, FEBRUARY 19), 1947 Mr. THOMAS of Utah (for himself and Mr. Hui) introduced the following bill; which was read twice and referred to the Committee of Armed Services A BILL. To promote the common defense by unifying the departments and agencies of the Government relating to the common defense. 1 Be it enacted by the Senate and House of Representa- 2 tines of the United States of America in Congress assembled, 3 That this Act may be_ cited as the "Common Defense Act 4 of 1947". 5 DECLARATION OF POLICY 6 SEC. 2. In enacting this legislation, it is the intent of 7 Congress to provide a comprehensive and continuous pro- 8 gram for our future safety and for the peace and security of 9 the world; to coordinate tinder civilian control the depart- Approved For Release 2002/10/10 : CIA-RDP90-0061 OR000100240012-8 Approved For Release 2002/10/10 : CIA-RDP90-0061 OR000100240012-8 28 1 the Department, council, board, or agency `which such 2 person is advising or in which such Department, council, 3 board, or agency is directly interested. 4 PERMANENT PERSONNEL 5 SEC. 302. The executive secretaries of the Council of 6 Common Defense and the National Security Resources 7 Board and the Director of the Central Intelligence 8 Agency are each authorized to appoint and fix the 10 12 13 14 15 16 17 18 19 20 compensation of such personnel as may be necessary to perform their respective duties and as may be appro-- priated for from time to time by the Congress. Such. appointments shall be made and such compensation shall be fixed in accordance with the provisions of the civil-service laws and the Classification Act of 1.923, as amended. RULES AND REGULATIONS SEC. 303.
