Hon. JOSEPH W. MARTIN, Jr., Speaker of the House of Representatives. MY DEAR MR. SPEAKER: On January 17, 1947, I informed you that representatives of my office and of the armed services were engaged iai drafting a bill to be submitted to the Congress for its consideration concerning a, plan of unification. This draft, entitled "National Security Act of 1947," has now been completed and I am enclosing herewith a copy of it. This proposed bill has the approval of the Secretary of War, the Secretary of the Navy, and the Joint Chiefs of Staff. It is my belief that this suggested legislation accomplishes the de- sired unification of the services, and I heartily recommend its enact- ment by the Congress. Very sincerely yours, HARRY S. There are hereby authorized to be appropriated such sums as may be necessary and appropriate to carry out the provisions- and purposes of this Act. DEFINITION SEC. 309. As used in this Act, the term "function" includes func- tions, powers, and duties. SEC. 310. If any provision of this Act or the application thereof t3 any person or circumstances is held invalid, the validity of the re- mainder of the Act and of the application of such provision to other persons and circumstances shall not be affected thereby.
