AMENDMENT
Intended to be proposed by Mr. WTI -130-N to the bill (S. 758)
to promote the national security by providing for a National
Defense Establishment, which shall be administered by a
Secretary of National Defense, and for a Department of the
Army, a Department of the Navy, and a Department of the
Air Force within the National Defense Establishment, and
for the coordination of the activities of the National Defense
Establishment with other departments and agencies of the
Government concerned with the national security, viz: At
the proper place in the bill insert the following:
1 1. The National Guard and Naval Militia Bureau is hereby
2 established as the agency of the Department of National Do-
3 fense charged with the administration and general supervision
4 of the National Guard of the L nited States, the National
5. Guard not in Federal service, the Naval Militia., and of all

1 Bureau, for instruction of the National Guard, and for duty
2 on the staffs of the commanding generals of the major corn-
3 viands and major subdivisions thereof, concerned with
4 National Guard administration and training, the President;
5 shall detail such numbers of officers of the Regular Army
6 as he deems necessary, also such number of enlisted men of
7 the Regular Army for duty in the instruction of the National
Guard.
6. The President may also order, with their consent, to
active duty in the National Guard and Naval Militia Bureau
and in the Army of the United States, officers who hold
appointments in the National Guard of the United States
and/or Officers Reserve Corps: Provided, That the number
14 so ordered shall at all times be not less than 25 per centum
of the total number of officers on duty in that Bureau. Any
such officers while so assigned shall receive the pay and
allowances provided by law.
7. The pay and allowances provided in this section for
the Chief and Deputy Chief of the National Guard and
Naval Militia Bureau and for the officers ordered to active
duty from the National Guard of the United States or
Organized Reserve shall be paid out of the funds appropriated
for the pay of the National Guard.
