GURNEY introduced the following bill; which was read twice and referred to the Committee on Armed Services A BILL To promote the national security by providing for. a National Defense Establishment, which shall he administered by a Secretary of National Defense, and for a Department of the Army, a Department of the Navy, and a Department of the Air Force within the National Defense Establishment, and for the coordination of the activities of the National Defense Establishment with other departments and agencies of the Government concerned with the national security. 1 Be it enacted by the Senate and House of Representa- 2 tives of the.United States of America in Congress assembled, 3 SHORT TITLE 4 That this Act may be cited as the "National. Security .5 Act of 1947". The 4 transfers herein authorized may be made with or without 5 warrant action as may be appropriate from time to time- 6 from any appropriation covered by this section to any 7 other such appropriation or to such new accounts established 8 on the books of the Treasury as may be determined to be 9 necessary to carry into effect the provisions of this Act. 10 AUTHORIZATION FOR APPROPRIATIONS 11 SEC. 308. There are hereby authorized to be appro- 12 priated such sums as may be necessary and appropriate 13 to carry out the provisions and purposes of this Act. 14 DEFINITION 15 SEC. 309. As used in this Act, the term "function" 16 includes functions, powers, and duties. 17 SEPARABILITY 18 SEC. 310. If any provision of this Act or the applica- 1.9 tion thereof to any person or circumstances is held invalid, 20 the validity of the remainder of the Act and of the applica- 21 tion of such provision to other persons and circumstances 22 shall not be affected thereby.
