MEMORANDUM FOR LEGISLATIVE; LIAISON OFFICER
Subject: Proposed Provision for insertion in
Sec. 102 of ?.gerg~~,$enoetterAppoint-
ment of Admiral
1. Delete present 102(b) and substitute the following:
1T (b) ?notwithstanding the provisions of paragraph `(a)
above and of the Act of Jul;; 31, 1894 as amended r _
62;t or any other provisions of law, the president, actin
by and with the advice and consent of the senate, is
authorized to appoint Hear !dmiral Roscoe H. Hillenkoetter,
USN, as Director of Central Intelligence for a term of
fourteen (14) years, and Admiral Hillenkoetter'S ap.)oint-
ment to, acceptance of and service in that office shall
in no way affect any status, office, rank or grade he may
occupy or hold in the'United States ITavy or any component
thereof, or any emolument, perquisite, right, privilege,
eligibility for promotion, or benefit incident to or aris-
ing out of any such status, office, rank, or grade;
"PROVIDED, That so long as he remains Director all. pay
and allawances to which Adniral Iillenkoetter may be en-
titled by reason of his Naval status shall be paid .from
funds available to the Central Intelligence Agency, and
in addition tb.at agency is authorized to pay to Admiral
Hillenkoetter any difference between such pay and allow-
ances and the salary authorized for the Director of Central
Intelligence, and
"PROVIDED FURT-'_M,,, That in the performance of his duties
as Director of Central Intelligence Admiral Hillenkoetter
shall be subject to no supervision, control, restriction or
prohibition (Naval or otherwise) other than would be opera-
tive tiro th respect to him if ho were in no way connected with
the United States Nawy or any component thereof."

CONFERENCE REPORT
[To accompany S. 7581
The committee of conference on the disagreeing votes of the two
Houses on the amendments of the House to the bill (S. 758) to promote
the national security by providing for a National Security Organiza-
tion, which shall be administered by a Secretary of National Security,
and for a Department of the Army, a Department of the Navy, and
a Department of the Air Force within the National Security Organi-
zation, and for the coordination of the activities of the National
Security Organization with other departments and agencies of the
Government concerned with the national security, having met, after
full and free conference, have as eed to recommend am! do recom-
mend to their respective Houses as follows:
That the Senate recede from its disagreement to- the amendment
of the House to the text of the bill and agree to te same with an
amendment as follows:
In lieu of the matter proposed to be inserted by the House amend-
ment insert the following:
SHORT TITLE
That this Act may be cited as the "National Security Act of 1947".

three Secretaries shall each receive compensation at the rate of
$14,500 a year. The bill as agreed to in conference (sec. 301 (b))
provides that these three Secretaries shall each receive the compensa-
tion prescribed by law for heads of executive departments.
