Under Section 3(a) of the Central Intelligence Agency Act', of
19~g the Agency is authorized to exercise certain procurement
authorities contained in the Armed Services Procurement Act og 197.

The specific Qections of the Armed Services Procurement Act, the
authorities of which CIA Was authorized to exercise, were incor-
posted by re~'erence in Section 3{a) of the CIA Act aid 1g~9. Since
passage of the CIA Act, additional functions have been assigned to
the.Agency. This, and added e.Yperience, indicate the need to
exercise othear authorities contained in the Armed Serviced Pru-
curement Act of 1947.
Under Section 2(c) oP the Procurement Act, the Armed Services
m.ay negotiate purchases and contracts without advertising is
seventeen listed circumstances. The Ageney is nay afathoxized by
Section 3(a) of the CIA Act to negotiate in ten of these circtam--
stances. It is requested that the remaining negotiation authorities
oP Section 2(c) be given this Agency.
The Agency has subataxztial and. vitally necessary programs is
fields where research and development, standardization of equ~.pznent
and,provdsion oP neW or stand-by production facilities are necessities.
