YMORANDUM FOR THE EXECUTIVE DIRECTOR
FROM: Executive for Inspection and Security
SUBJECT: FBI Clearance of Personnel.
1. Attention 'is called to the provision
of the Atomic Energy Act of 1946 providing for Federal
Bureau of Investigation clearance of Atomic Energy
Commission personnel....
2. In the light of present problems, query
whether it would be advisable to include in proposed -
CIA legislation the following text, which is substan-
tially as included in Section 10 (5)(B)(ii):
"Except as authorized by the Director
in case of emergency, no individual
shall be assigned to or employed for
departmental duty by the Agency until
the Federal Bureau of Investigation
shall have made investigation and
report to the Agency on the character,
associations and loyalty of such Indi-
vidual."
