enclosed.
3. There are also enclosed two copies of an explanation
of the provisions of S.R. 5871, dated 26 March 19b8, which we
have forwarded to the Committees.
4. On 8 April 1948, Subcowttdttee #3 of the House Armed
Services Committee unanimously approved H.L. 5871 and reported
it to the full Co dttee.
