The Director end Mr. Pfor?heinier appeared before the
Senate Armed Services Cor,rnittee on 13 May 1948 in connect l.on
with S. 2306 for the Central Intelligence Agencyy. . The
members present included the Criainnen, Senator Gui ey,
Senators Morse, Saltonstall and Kilgore. Discussion was
based on the revised House print of the bill, H.R. 5871.
This group was in effect a subcommittee authorized
to speak for the full Conrni flee and unanimously approved the
bill subject to certain changes.
lx.l -2 Because of the necessity of these changes, it was
determined, for reasons of security, to discard S. 2306
.and introduce "a clean bill." The following changes were
suggested:: ;
(a) Page 9, of the revised House version,
line 5, strike out the word "be" and substitute
the phrase "have been";
(b) Page 9, line 6, after the word "budget"
insert the phrase "and appropriated 15,=
(c) Pale 12, lie 16, delete the phrase
"as may be approved by the Bureau of the Bud get";
