No definite site has as yet been selected for a CIA build- ing.- Three alternate sites are presently under consideration: (a) the NNevius Tract, (b) the Langley Site, and (c) the Old Soldier's Home. Detailed studies are being prepared upon which selection of a final site can be based. These studies include availability of the site to certain key centers such as the White House, the Pentagon, and the State Department; transportation facilities; and possibility of construction of a building for .$38,000,000 or less on the proposed site. In this latter connection, it is felt that it may be iossible to construct a building with $33,OCC,000 or less on the Nevius Tract in view of the fact that such a building must fit into the overall architectural plans of the National Capital Park and Planning Ccis- sion. It is generally agreed that if it :were possible to construct a suitable building there, the Nevius Tract would be the best available site. 2. Once a site has been selected, it mill be possible for PDS to produce plans 'or an appropriate building for the site in sufficient detail for Congressional presentation. m:iiht have regarding C Lk con truction. 4.. The Bureau of the Budget has included the sum of $38, 000, 000 in the Military Construction Appropriation bill forwarded to the Congress this week for the purpose of con- structing a CIA building. 2. The DCI has discussed with Chairman Mahon, of the Armed Services Appropriations Subcommittee, the advisability of requesting an appropriation and constructing a building during the coming fiscal year. Chairman Mahon informed the Director that in his opinion it would be inadvisable to proceed with construction this year as it might subject CIA to undue publicity and criticism. In view of that recommendation, the DCI has determined not to request appropriations for construc- tion at the present time and the $38, 000, 000 request is being withdrawn from the bill. 3. In view of the above there will be no further reports issued in this series at this time. Walter L. On 14 August the House passed the Military Construction bill containing authorization for the con- struction of a CIA building. 2. Following the meeting between the Director and Senator Russell the. Senate Armed Services Committee approved the Military Construction bill, including the authorization for the CIA building. The bill was passed by the Senate on 5 September 1951 and is now in conference by the Senate and the House. The CIA building is not an issue here. 3. UNITED STATES GOVERNMENT Deputy Director (Administration) DATE: 17 August 1951 Legislative Counsel CIA Construction -- Weekly Report #3 Memo to DD/A from undersigned dated 10 August 1951, Subj: CIA Construction Weekly Report #2. 1. On 14 August the House passed the Military Construc- tion bill, including the provision for the construction of a CIA building. This authorization legislation now goes to the Senate Armed Services Committee for consideration. Tentative plans call for Senate Committee hearings to commence on 20 August. 2. As soon as we have a definite commitment as to the site of the building, it is recommended that the Director brief Senators Russell and Byrd, as recommended in my memorandum of 31 July 19 51. 3. I have informed George Harvey, Chief Clerk of the House Appropriations Committee, that funds for the CIA building are included in the Military Construction appropriations request which comes before the Armed Services Appropriations Sub- committee of the House Appropriations Committee (Congressman Mahon, Subcommittee Chairman and Congressman Cannon, full Committee Chairman). Mr. Harvey expressed regret that we had-not included this item in our regular appropriation, thus avoiding further discussion of CIA activities. I explained to him how the situation had come about and that the Bureau of the Bud- get had made the determinations by which we were bound. Mr. Harvey will inform Congressman Mahon and Congressman Cannon regarding our funds, and inform me as to what action they desire us to take as far as testimonytn this project is concerned. Walter L.
