The following is a statement regarding CIG made bi the licior-
able Walter G. Andrews, Chairman, House Armed Services Cornitt,e,
in testifying before the Senate Armed Services Committee on
unification bill, S. 758:
ER. ANDREWS: The powers of the Central Intelligence Agency
should be carefully spelled out, as they were in the old S. 2044.
Moreover, the Director should be confirmed by the Senate. The
potentialities of this Agency are enormous. It is a great and
dangerous departure for the American people to establish by Itm. a
"spy agency", which is what this agency will actually be. 3- alai.
specifically delineated the powers of this Agency. These powers,
and especially the restrictions on the powers, should be reirtro-
duced into this bill.
SENATOR SALTONSTALL: I do not like to interrupt you, but I
wish you would explain that a little more thoroughly to me, beca'ise
it is not clear to me.
