the DCI dated 9 November 1957; Subject:
3. In 1947, during the Congressional hearings in connection

with the National Security Act of 1947, actively campaigned 25X1
against the federalization of security intelligence activities. At that time
he displayed charts and gave evidence pointing to the erroneous inferences
that the British security intelligence activities were not federalized and
claiming that the German security intelligence, during the war, was
federalized.

culties with CIA with Senators Mundt and Bridges.
This was followed by a request to the DCI to
appear before Senators Mundt, Bridges, Ferguson
and McCarran.
advised Mr. Kirkpatrick and Brig. Gen.
Carter Clark that Senator McCarthy wanted him to
work for hirn. He further asked whether his
organization couldn't be used as a counterintelligence
vehicle for watching the activities of U. S. personnel
Brig. Gen. Carter Clark called on Senators Jenner,
Bridges, Ferguson and Mundt and Congressman Cole
and advised them that had taken the
initiative in terminating his operation.
