themselves and looters had cleaned out at
least two stores since police officers and
other municipal Workers began calling in
sick a week ago ago because of a labor
dispute. , ? ?
? About 290 of the city's 350 MuniCipal
workers began calling in sick last Friday,
leaving the Mayor, the police and fire
. chiefs, department heads and a few Office
workers to rim this city of nearly 30,000
people in scintheastem Ohio. ?
. No major fires have occurred since the
? dispute began, but the Home Furniture
Company on the,north side of city was
looted Tuesday night and the Franklin
Pharmacy, also on the north side, was
looted last night. ?
? The Mayor said linsinesimen arid resi-
dents had begun to arm themselves; and
added: "They've' got guns and they've
got dogs. Somebody's going to get shot,
maybe some innocent person."
City employees, who have been work-
ing Without a contract since Dec. 15, are
seeking a 15 percent pay increase. The
city says it cannot afford because of an
estimated ;41,000 budget deficit. '

Daniel will be arraigned next Wednesday
after her Indictment lest night by a grand
jury on charges that she shot and killed
her husband, Price Daniel Jr., former
Speaker of the Texas House OtRepresent-
atives.
, The indictment against Mrs. Daniel, 33
years old, was returned by a Liberty
, County grand jury that heard nine hours
of testimpny from 19 witnesses. If con.
? victed, she could face a prison term rang-
ing from five years to life.? -
Mr' Daniel' 39 years old, was active in
Texas politics for many years and was
the son of former Gov. Price Daniel. The
ainthorlies contend that Mrs. Daniel shot
her husband with a .22-caliber rifle at
:their ranch home here on Jan. 19.

'Schweiker, the. Secretary of Health and
Human Services, said today that he did
not think his department should promote
sex education and that doctors treating
poor, unmarried teen-agers under Medic-
aid should not be permitted to prescribe
contraceptives.
Mr. Seliv.-eiker's views, expressed in a
Meeting with i group of reporters, con-
trasted with those of his predecessor, Pa-
tricia Roberts Harris.
In an interview shortly before leaving
office, Mrs. Harris - esSerted that the

contraceptives, and she said it was an
area she would have concentrated on had

that has surprised ._businese and Presi-
dent Reagan's conservative supporters,
the National Labor Relations Board has
appointed a former board member, John
C. Truesdale, as its executive secretary.
The day after his inauguration, Mr.
Reagan withdra Mr. Trueadale's nomi-
nation to a second five-year term onthe
beard. On Monday Mr. Truesdale notified
Mr. Reagan that "in the circumstances"
he wee resigning front the board.
But the board issued a statement that
same day saying: "Advised by Member
Trueeciale of his intentionto end his ap-
Pointment, the board chose him to be ex-
*dive secretary of the beard."
Mr. Truesdale, who applied for the job
eight days before his resignation, served
as executive secretary for five years
fore his 1977-appointment ni the board.
The board member's job pays $52,750 a
