"Right now-we have :ourselves a runaway nuclear . -arms race," Tames -stated. :"Both the United States and :the Soviet Union have over -15,000 strategic nuclear war- heads. The smallest size of -those nuclear warheads is -about three times the size of the bom-b-dropped on :Hiroshima, which killed -more than 80,000 people. "I'm willing to predict that - by the year 2000, if the cur- rent trends continue, we're going to have- a-major nucle- -ar war between the super- :Powers." James based his ominous warnings oninformation that he 'has gathered during visits with high-ranking political leaders But he also warned that the "Reagan route" of matching the Soviets weapon for weapon will precipitate the. use of those James advocates a new approach in U.S. dealings with theI viet threat: halting production of land-based nuclear apons, expanding U.S. nuclear submarine capability, and veloping what he calls "a technological breakthrough that in shift the balance of power overnight" - particle-beam, laser, weaponry. ames said particle-beam weaponry will be a reality by 1990. "These 'Buck Rogers' weapons are the biggest break- t rough since the atomic bomb," he remarked. Particle-beam weapon stations in orbit above the earth will negate the effectiveness of most ground-based and airborne Z ate weaponry, James said. He added that the Soviets, whose space program is geared toward gaining military superiority, are ahead of the United States in the develop ment of this new technology. James said he believes that, by beefing up its strategic nuclear submarine force and maintaining the defensive capabilities of particle-beam weapons, the United States will I Sii,J billion during the next 10 years. This money would be saved because particle-beam weap o `ry is less expensive to develop than the multitude of nuclear weapons it would replace, James explained. He then id this money could be directed back into the American onomy, allowing the United States to create "the No. 1 James is adamant in his opposition to the Strategic Arms mitation Treaties negotiated by-the:united States and the viet Union. James also warned that the United States is "headed for a disaster" in its dealings in Latin America. He said the people of Latin America despise the United States because it has backed corrupt regimes that have no regard for human rights. "We are setting up Irans all over the world," he said. Within two years the United States will experience demon- strations against the Reagan administration's policies which will match the intensity of the demonstrations of the Vietnam War era, Jamespredicted.
