Baker had said the jobs money and contra aid should be included in the same bill O'Neill said the pending measure, which includes a less controversial provision for $62 million in aid to El Salvador, should be, stripped of the contra aid. He has said the House will not approve any contra money. .,O'Neill was out of town yesterday, but" an aide said that, while the speaker would still like to pass the pending bill without the contra aid,. he would consider Baker's offer of a separate summer-jobs bill. The Senate debate on defense au- thorization extended past midnight after Sen. Daniel V__ Inouye (D- Hawaii), architect of earlier bipar- tisan compromises on aid to Ni- caraguan rebels, made the surprise proposal to end such aid next year. Inouye proposed providing $6 mil- lion through September to phase out aid to the contras in what he called a "humanitarian way," thereby elim- inating the $28 million for the contra program recommended earlier by the Senate intelligence committee for next year. He said he is reversing course in part because the contra-aid program is "slowly but surely eroding what- ever credibility is left for our Central Intelligence Agency." In opposing the proposal, Senate intelligence committee Chairman Barry Goldwater (R-Ariz.) said it would leave Sandinista-backed guer- rillas free to continue the "spread of death and destruction in El Sal- vador."
