Gustavo Alvarez Martinez, Honduran mi~itary chief, Rorge said the plot involved "the utilization of unmarked planes to attack Nicaraguan towns and immediately attack a Honduran village to create public opinion that it was a response by Nicaragua to the bombardment. " His statements were printed Friday by the pro-government daily El Hue v o Diario, and confirmed by Interior Ministry officials. Forge, the only survivor of the three men who founded the leftist Sandinista a~ovement that rules Nicaragua, said the attack on the Honduran village was to be carried out by rebels disguised in uniforms of Nicaraguan regulars. Hr_ said such an operation would then justify further attacks on Nicaraguan territory not only by rebels but also by the Honduran army. Other Nicaraguan leaders have predicted the United States would enter such a war on the side of the conservative government of Honduras, despite P residen t Reagar~'s statements that he has no plan to senC U.S. troops to Central America. " They are ready with a plan to realize a war of rapid decisions with the object of taking a piece of territory to establish a provisional government that would be supported by the United States, " Rorge said. Sorge also said Nicaragua had information the military government of Chile rr~igtit participate, by providing landing craft to be used in an assault on the a,~ cific coast of Nicaragua, a region not yet affected by the current conflict. HE would not say exactly where and when the secret meeting had convened in Honduras ar who had provided the information, but he has stated in the past that Nicaraguan intelligence services have infiltrated the rebel movement. A leader of the rebel forces, the Nicaraguan Democratic Force, Edgar Charorro, said this week the guerrillas are planning a major offensive around July 19, when the government celebrates its fourth year in power. Reagan approved secret CIA funding for the rebels in late 1981. The Reagan administration charges the Marxist-led Nicaraguan regime with arming leftist rebels in E1 Salvador and trying to sow revolution in Central America.
