I feel it is essential that the panel's 1 September report to the Congress reflect the impact of manpower reductions under the Goldwater-Nichols DoD Reorganization Act. The proposed additional 5 percent manpower reduction, applied to the FY 1988 end strength ceiling, will have a devastating effect on DIA's ability to carry out its mission. Of even_ greater concern is the fact that a 5 percent reduction from FY 1988 end strength translates into a 10 percent reduction from FY 1989 programmed force requirements and compounds even further the reductions imposed in FY 1988, Reductions of this magnitude will not only, have a severe impact on DIA's functions across-the-board, but have a ruinous effect on future Agency operational capabilities to effectively support the Military Services and National Security structure. 2. Since FY 1980 Congress has recognized the critical need to improve and strengthen military intelligence by authorizing a measured rebuilding of DIA's work force through manpower authorizations. This restoral of manpower which addressed the deleterious impacts of severe reductions for DIA during the 1970's, along with other components of the National Intelligence Community, will be significantly undermined by the proposed reductions and thus actually contravene the intent of Congress. 3. DIA's mission, to provide accurate and timely military intelligence serves as an effective force multiplier, particularly important in this era of declining combat resources. DIA's products support the range of military intelligence needed by national-level decisionmakers to tactical-leve commanders. Of particular importance is the expanded requirement for the provision of intelligence support to the U&S Commands and Operational Forces, A discussion of the future mission of the Intelligence Community agencies would be incomplete without your judgement on this problem.
