Residence of First-Time Freshmen in Institutions
of Higher Education, Fall 1986
Contact: In the fall of 1986, 15 percent of the first-time freshmen in the Nation's institutions of
Martin Frankel 3 higher education crossed a State line to attend college. 1 More than half (51 percent) of these
(202) 357-6352 out-of-State students enrolled in private 4-year institutions, although these institutions en-
rolled only 18 percent of all first-time freshmen. In contrast, public 2-year institutions en-
rolled almost half (47 percent) of all rust-time freshmen, but only 14 percent of the out-of-
State students. These are some of the highlights from the 1986 Residence of First-Time Stu-
dents survey, conducted as part of the Integrated Postsecondary Education Data System
(IPEDS) by the National Center for Education Statistics (NCES). The data in this report are
limited to degree-seeking students who reside and attend college in the 50 States and the
District of Columbia.

All Institutions
Throughout the Nation, 85 percent of all first-time freshmen in 1986 attended a college
in their home State. This proportion ranged from a high of 94 percent in Illinois, Michigan,
and Nevada to a low of 31 percent in the District of Columbia.' Only three other States had
State residents comprise less than half of their first-time freshmen: Vermont (42 percent),
Rhode Island (44 percent), and New Hampshire (49 percent). Students whose State of
residence was unknown were assumed to be out-of-State students. This seemed likely for
public institutions, where in-State students paid smaller tuitions.
Net migration is the difference between the number of first-time freshmen who come into
a State to attend college and the number of first-time freshmen who leave their home State
to attend college elsewhere. A State has a net gain if more students migrate into the State
than leave the State. A net loss results when more students leave the State to attend college
than come into the State. Table 1 and figure 1 show the net migration of all first-time fresh-
men for each State and the District of Columbia and excludes students from foreign countries
and outlying areas.

Thirty-one States had a net gain of first-time freshmen in 1986, while
20 States experienced net losses. Massachusetts and North Carolina led the way
with net gains of over 8,000 students, followed by California with over 7,000. New
Jersey had the greatest net loss--almost 22,000--followed by Illinois with nearly
10,000, New York with about 7,000, and Connecticut with over 6,000.
First-Time Freshmen, by Type and Control of Institution
Public institutions, by design, draw most of their students from their home
States. However, many private institutions rely on attracting substantial portions
of their student bodies from other States. Therefore, the distribution of all
first-time freshmen, by type and control of institution, is considerably different
from the distribution of out-of-State first-time freshmen (figures 2-4).
Thirty-four percent of all first-time freshmen and 32 percent of all
out-of-State first-time freshmen were enrolled in public 4-year institutions.
Eighty-six percent of the students enrolled in these schools were State residents,
with only 8 States having fewer than 75 percent from within the State. California
and Illinois had 96 percent of their students came from within the State, followed
by Hawaii, New Jersey, and Texas with 95 percent. Delaware (39 percent) and
Vermont (44 percent) had the lowest percentage of State residents enrolled in their
4-year public institutions (table 2).
Although only 18 percent of all first-time freshmen were enrolled in private
4-year institutions, more than half (51 percent) of all out-of-State first-time
freshmen were enrolled in these schools. Fifty-eight percent of the students
enrolled in these schools were State residents, with only 3 States having more than
75 percent from within the State. Michigan had 83 percent of its students came
from within the State, followed by Montana (78 percent), and New Jersey
(75 percent) .3 The District of Columbia (6 percent) and Vermont (17 percent) had
the lowest percentage of State residents enrolled in their 4-year private
institutions (table 3).
Although 47 percent of all first-time freshmen were enrolled in public 2-year
institutions, only 14 percent of all out-of-State first-time freshmen were enrolled
in these schools. Ninety-five percent of the students enrolled in these schools
were State residents, with only 4 States having fewer than 90 percent from within
State. Illinois had nearly 100 percent of their first-time freshmen come from
within the State, followed by Connecticut, Louisiana, New York, and South Carolina
with 99 percent each. New Mexico (86 percent) had the lowest percentage of
students who were State residents. New Hampshire and Vermont (87 percent each) and
North Dakota (89 percent) also had fewer than 90 percent of their first-time
freshmen enrolled in public 2-year schools came from within the State (table 4).
Only 2 percent of all first-time freshmen and 3 percent of all out-of-State
first-time freshmen were enrolled in private 2-year institutions (table 5).
Seventy-six percent of the students enrolled in these schools were State
residents. Because of the relatively small number of students enrolled, State
highlights are not described here.

Recent High School Graduates
More than 58 percent of the first-time freshmen enrolled in the fall of 1986
had graduated from high school during the previous 12 months. These first-time
freshmen were less likely to attend a school in their home State than all other
first-time freshmen. Only 82 percent of these recent high school graduates
attended a school in their home State compared to 90 percent for other first-time
freshmen. Ninety-five percent of the first-time freshmen who had recently
graduated from high school in Michigan came from within the State, followed by
California with 93 percent and Montana, Oklahoma, and Texas with 92 percent each.
The District of Columbia, with only 12 percent, had the lowest percentage. Three
other States were below 50 percent--Vermont (34 percent), Rhode Island
(39 percent), and Delaware (45 percent). New Jersey had a net loss of
19,000 students, by far the largest in the Nation, followed by Illinois with a net
loss of 9,000 students. North Carolina, with a net gain of almost 8,000 students,
and Massadhusetts, with over 6,000 students, had the largest net gains in the
Nation (table 6).
Of the recent high school graduates who left their home State, 89 percent
enrolled in 4-year institutions: 54 percent in private 4-year institutions, and
35 percent in public 4-year institutions. Only 11 percent enrolled in 2-year
schools: 8 percent in public 2-year and 3 percent in private 2-year schools.
Foreign Students
There were 80,000 foreign first-time freshmen enrolled at all levels in the
Nation's institutions of higher education in 1986. About 28,000, or 34 percent of
these students, were first-time freshmen; 33,000, or 41 percent, were graduate or
first-professional students, while the remaining 20,000, or 25 percent, were
undergraduate transfer students.
Five States accounted for 46 percent of all foreign student enrollment.
California, with 22 percent of all foreign students, had the highest percentage,
followed by New York with 8 percent; Texas, 6 percent; Florida,
5 percent; and Michigan, 4 percent. Figure 5 shows the distribution of foreign
first-time students, by State.

Technical Appendix
Statistics for this report are based on reports from institutions of higher
education in response to the Residence of First-gime Students survey conducted
by the Center for Education Statistics (cPs) in the fall of 1986. This survey
was conducted for the first time under the new Integrated Postsecondary
Education Data System (IPEDS), and data will be collected biennially hereafter.
Institutions of higher education were formerly surveyed under the Higher
Education General Information Survey (HEGIS), and are those postsecondary
institutions accredited at the college level by an agency recognized by the U.S.
Department of Education.
This survey requested data about the State of residence of all
degree-seeking students enrolled for the first time in the following categories
of institutions: 4-year public and private and 2-year private nonprofit. The
2-year private for-profit institutions in the IPEDS universe were not surveyed.
Data were reported by attendance level of the student when first admitted to the
responding institution. The student levels include: undergraduate (first-time
freshmen, students graduating from high school within the past twelve months,
and transfer students), graduate, and first-professional levels.
The analyses in this report were further limited to first-time freshmen
enrolled in the 2,743 institutions of higher education in the 50 States and the
District of Columbia that responded to the Residence survey. Students from the
outlying areas and students from the 50 States and the District of Columbia
enrolled in the outlying areas and in foreign countries are excluded from the
analysis. Foreign students are excluded from the analysis except as shown in
table 11.
The Residence of First-gime Students survey was mailed during September
1986 to 5,126 postsecondary education institutions. Analysis of the returned
survey forms resulted in deleting 398 institutions from the universe. These
included institutions that had closed, did not offer postsecondary education
programs, were duplicated on the file, or were not eligible for the Residence
survey. Therefore, the final universe for the survey was 4,728 institutions
(table A).

The overall response rate of 72.3 percent was based on the ratio of
3,419 respondents to the final universe of 4,728 institutions (2,770 4-year and
above institutions and 1,958 2-year institutions).

The response rate for institutions of higher education (HEIS schools) was
much higher than for other postsecondary institutions (non-HEGIS
Schools)--86.4 percent versus 42.2 percent (table A-1). Table A-2 shows similar
data weighted by first-time freshmen enrollment. Whereas only 72.3 percent of
all institutions responded to the Residence survey, responding institutions
enrolled 85.6 percent of all first-time freshmen. For the institutions of
higher education, 86.4 percent of the institutions responded, accounting for
91.7 percent of all first-time freshmen.
Imputation for nonresponding institutions are not included in this report.
A report describing the fully imputed file, with a description of the imputation
procedure, is planned for the summer of 1988.
Survey data were edited for internal consistency; that is, detailed data,
by State, added to the total for each column. If the totals were missing, the
computer generated totals were used and flagged as such. Data were also checked
to ensure that the total freshmen count was greater than (or equal to) the count
of first-time freshmen who had graduated from high school during the previous
12 months. The totals reported for first-time freshmen, graduate, and
first-professional students were compared with the comparable totals reported on
the Fall Enrollment survey and discrepancies were resolved.
The definitions and instructions for compiling IPEDS data have been
designed to minimize comparability problems. However, postsecondary education
institutions differ widely among themselves. As a result of these differences,
comparisons of data provided by individual institutions may be misleading.
