SUBJECT: DCI's Annual Report to Congress
1. For years the U.S. has used architectural design
overseas that produced buildings that are open and airy,
indicative of our open and free democracy. Terrorism has now
forced us to reconstruct in order to achieve buildings that are
defensible and offer protection for our personnel assigned
abroad. The Advisory Panel on Overseas Security (the Inman
Report), dated June 1985, state :
"that a large number of facilities around the world, which
once may have represented the optimal site for the conduct
of American diplomacy, be replaced by more physically
secure sites and buildings. The Panel believes that it is
essential that a substantial relocation and building
program be initiated and carried out with despatch. The
alternative is to remain hostage to the likelihood of
American diplomatic establishments being physically
assaulted by mobs or bombed or sabotaged by terrorists.
This building program should be undertaken as rapidly as
possible and should be sustained until it is completed. To
accomplish this, adequate, continuing, secured funding must
be assured. The Panel recommends a capital budgeting
system that will permit progress at the maximum feasible
pace."
The Inman Report recommends that millions of dollars be put
into the implementation of this program.
2. The potential workload increase is great. To establish
a foothold, until permanent positions can be established, RECD
has placed personnel at the Foreign Buildings Operations,
Department of State, and has established an overseas presence
to protect the Agency's equities in this dvnnmir nrnarnm

We have received the usual eleventh-hour request from the IC Staff
for contributions to the DCI's Annual Report to Congress. For the past
two years we have been asked to focus on our progress in rebuilding
intelligence capabilities. This year, the DCI wants to use a set of
intelligence objectives and issues as the basis for organizing the
report. He is taking this tack for two reasons. First, because he
believes it is imperative for Congress to have a clear understanding of
the issues and problems we face. And second, because he wants the Annual
Report to echo themes contained in the National Foreign Intelligence
Strategy that is being developed.
In keeping with this plan, I would like each of you to review the
major world events which impacted on your operations this year and
discuss them in terms both of the demands these events placed on you, and
of your accomplishments and shortfalls in responding to them. Pursuant
to the DCI's desire to have this discussion track as closely as possible
with the aforementioned Intelligence Strategy, please discuss your
accomplishments and shortfalls in terms of the following IC
Staff-supplied items where appropriate:
- People. The need to engage and retain the highest quality people
with the skills required to do the job.
- Consumer needs for intelligence on continuing problems and new
issues. The principal steps taken to meet consumer demands in the face
of expanding requirements and the impact of a widening audience for
intelligence products. Measures taken to fill intelligence needs in
traditional areas should be noted, as should efforts undertaken in such
relatively new areas as technology transfer and space weapons. The
effects on intelligence of emerging trends--such as the diffusion of
power--should also be covered.
- Specific needs for intelligence on Soviet strategic systems and
support of arms control negotiations and verification. The demands for
technical and strategic intelligence in support of understanding Soviet
strategic systems and arms control issues.

- Support for operational forces. The measures taken to provide
intelligence to military forces and others charged with operational
missions.
- The explosion of collected data. The effects of the current and
e:?: acted increase in the amount of data collected and proposals to cope
with it.
- The challenges to collection. The changing collection
environment. Emerging technology will have an impact on both collection
systems and their targets; some changes have already occurred.
Additionally, the effects of denial and deception activities should also
be addressed.
- Security and integrity of intelligence activities. The need to
enhance the security of intelligence activities and conduct effective
counterintelligence.
- Communications. The requirement to relay and disseminate great
? volumes of data. The ability to communicate intelligence requirements as
well as reports in times of crisis should also be discussed.
- Survivability. The need to conceive an affordable program for
assuring the availability of foreign intelligence in all states of
hostility.
Our contribution is due to the IC Staff by 17 January. I would
appreciate receiving your responses by mid-day 14 January. In the
interest of time, don't bother weaving together a narrative response; use
key sentences with explanatory bullets. The IC Staff will build the
narrative, integrating community responses, Classification is limited to
