After some deliberation, agreement was reached to lease the facility by the Office of Logistics
over a multi-year timeframe. PIPE funds were utilized for the lease as well as a goodly portion of the
fit-up costs by OS in conjunction with their program. The leased facility will be referred to hereafter as
Building E, but more specifically the three buildings will be referred to as Buildings El, E2, E3.
Construction of the Building E leased facility will be accomplished in three phases as follows:
Building E
In September 1986 the "cold shell" for Building El was completed. A "cold shell" is referred to
as a warehouse storage type facility with minimum heating, lighting, and plumbing. A contract
awarded for Fit up" costs to include offices, testing laboratories, air conditioning and the like.
Structural and electric work began in October and plumbing and mechanical work should begin in late
November. Beneficial occupancy of the building' by OS is anticipated in March 1987.

Construction of the "cold shell" should begin in December 1986 with a target date of June 1987
as a beneficial occupancy date. However, if offices, laboratories and environmental requirements are
needed for tenant organizations, construction in these areas would commence sometime in Spring 1987
in concert with completion of the "cold shell" with a beneficial occupancy date for the completed facil-
ity estimated in September 1987. Identification of tenant organizations are being finalized.

In late November 1986 the contractor will begin setting steel for this building which will be, once
again, completed as a "cold shell." Present planning estimates that the building should be "under roof"
by late January 1987. The "cold shell" portion of the building should be completed by 1 March 1987.
Depending upon the tenant organization going into this particular facility, the beneficial occupancy
date should be September 1987.
