FY-87 Objectives; FY-89/90 Initiatives

1. As a follow-on to our discussions/decisions at the 7-8 Oct planning
conference, please provide the following to C/IMSS by 4 Nov for my review:
a. FAD FY-87 objectives, which you should designate as either
Directorate- or Office-level. Those at Directorate-level will be included
in OL's Five-Year Plan for FY 87-91. You'll be expected to track both
your Directorate- and Office-level objectives through milestone charts and
report on them to me at your quarterly MBO reviews. MASS will give you a
new due date to submit charts for the period beginning 1 Oct.
b. FMD FY-87 projects, i.e., those remaining proposed objectives or
new projects (including studies) that we discussed which are of a lower
level than Directorate or Office. I'll expect you to report on these in
your biweeklies but you needn't track them formally with milestone charts.
c. Incomplete FAD objectives for FY-86. According to MASS records
and the discussions at your 4th-Qtr MBO review last week, some of FMD's
FY-86 objectives are still incomplete. Please confirm the status shown on
the attached and let us know what you plan to do about those not completed.
d. EMD FY-89/90 initiatives. We have no word as to whether we'll be
permitted to amend the FY-89 initiatives already submitted in the budget
packages or whether additional items will need to be submitted as FY-89
unfunded initiatives or FY-90 new initiatives. Pending further guidance
from the Comptroller, submit to BASS your list of FY-89/90 initiatives
that you intend to pursue (add the desired funding year as well). We'll
advise you when detailed narrative justifications are required.
