A TEMPEST Division and a Special Security Center representative met with Congress's Office of Technology Assessment in Washington, DC on 14 September to discuss TEMPEST alternatives for the SCIF. 2. Representatives of the Security Protective Service attended a recuiting presentation in the Quad Cities area (Davenport and Bettendorf, IA, and Moline and Rock Island, IL). One hundred twelve individuals attended the presentation, of the 100 who passed the test, 58 signed up for SPS interviews, 38 of which are viable candidates. 3. The Construction Security Management Branch currently has 14 Construction/Technical Monitors dispersed to various Construction projects throughout the Washington Metropolitan area. 5. The Chief of CSMB reports that detailed planning for the Construction Techniques Course from 24 October to 4 November continues. Based on the immediate need for PASG/TSG Officers, the Course will be designated and will not be advertised OS-wide. Course curriculum and list of students will be circulated when prepared. 6. The Chief Security Equipment Support Division reports that the DCI tunnel guard post construction project was started this week. The first part of the project involves repaving the DCI tunnel driveway. The Chief of HSD will keep the DCI Administration Staff informed of the project. 7. On 16 September the Chief, Information Security Group briefed D/OS and D/PTS on the status of development of the Agency Strategic Plan for Information Security. This document will provide the information needed by the programmers to write the software for the PIMS system. II. Critical Issues: o Radio communications between Headquarters and the New Building are still critical. The COTR for the project advises that all the hardware has been installed and that the Oscar, Victor and OMS frequencies are operational. They will continue to monitor the system and have made plans to make some more sophisticated testing and adjustments to clear up some of the "dead" areas in the NHB. This should be accomplished during the next 4-6 25X1 weeks. o Continuing departures of Escort Section WAE escorts is creating a personnel shortage. In addition, many of our other escorts who were full-time during the summer are converting to a part-time schedule. The section is adjusting to compensate for this loss, including increased recruitment efforts of escorts. Currently, the 25X1 Escort Section is short escorts to fulfill daily 25X1 requirements. III. Planned Activities: o PASS related difficulties have arisen with some badges created for the Receptionist Section in 1987, and discussions are being held with CSC and MARTEC representatives and the Receptionist Section to determine the causes of the difficulties, possible solutions, and 25X1 current, and future ramifications. During this reporting period, representatives of the System Assessment Branch/TSD and the Industrial Branch/CSD briefed the Intelligence Community physical security course on computer security issues and the Agency's COMPUSEC program. On 15 September, the C/IB briefed the Industrial Security / Working Group on the contents of DCID 1/16 and the Security Requirements for Contractor Systems Processing Unclassified Data in Special Program Areas. COMMUNITY LIAISON ACTIVITIES Two members of the Technology and Systems Division/ISG attended a technical exchange meeting hosted by NSA and Computer Associates to discuss the National Computer Security Center's DoD 5200.28 (Orange Book) Bl labeling requirements. The STARS Phase III upgrade contracts have been started. The kickoff meeting with BDM was held on 16 September and the kickoff meeting with Maxim is scheduled for 22 September. The two winners were selected as a result of a competition between four bidders. 3. C/SB demonstrated STARS to a group from DO/IMS as part of AD's effort to acquire OS cable traffic on magnetic tape. This group is generally supportive but has reservations about some of the information which appears in the traffic that the office receives on paper now. 25X1 4. attended a briefing on computer viruses set up by ISG which included a presentation by the NSA Computer Security Center.
