Effective 25 January, R. M. Huffstutler is appointed Deputy
Director for Administration. Mr. Huffstutler is presently

4. Office of IG Restructured
The DCI has appointed William F. Donnelly, Inspector
General, effective 18 January 1988, and announced that the IG
position has been elevated to the Deputy Director level,

reporting directly to the DCI. The staff of the IG will be
enlarged and become directly involved in improving Agency
management, ensuring accountability and discipline and raising
employment standards.
5. D/OS "State of the Office" Address
ill present a "State of the Office" address to
OS employees at 1400 hours, 29 January 1988, in the
Headquarters auditorium. Transportation from outlying
buildings will be made available.
6. U.S. Supreme Court Hears "John Doe" Case
DD/PS reported on his attendance at the Judge Webster vs.
"John Doe" case recently reviewed by the U.S. Supreme Court.
At issue is a lower court ruling which would subject the Agency
clearance process to judicial review. A decision is not
expected until the April 1988 time frame; however, OGC
representatives are confident that the court will decide in
favor of the Agency.
