Non-Disclosure Form has been completed and the new forms are
1. Revised Secrecy Agreement
Final coordination on a revised Secrecy Agreement and
ready for distribution. This action was taken in response to
several suits filed in connection with the vagueness of the
term "classifiable" contained in these documents and a
Congressional mandate incorporated into the FY 1988
Intelligence Authorization package. ~~
2. FY 1990 Budget Discussions
D/S reported that he participated in FY 1990 budget
discussions with the DDA and other DA office directors to
resolve problems stemming from a very tight resource picture.
Discussions centered on upcoming decisions that must be made on
determining what new initiatives are critical to the Agency's
needs and what reductions can be made in base and ongoing
investment programs to accommodate new initiatives.
3. Overseas Security Review
Fred Hutchinson, most recently Vice Chairman of the
National Intelligence Council (NIC), has been named as head of
the newly created Foreign Missions Security Standards Office
(FMSSO). Although a definitive organizational structure has
not yet been determined, this unit will not be an element of
CIA, but will report to the DCI.

4. DDCI to Visit uilding
The DDCI will visit Building on 22 March from
3 to 4:30 p.m. as part of Mr. Gates' program of "getting out
and meeting the troops." Mr. Gates will tour SRD and CD, meet
with mid-level managers from OS, OP and Ot~t5 in the OS
conference room, and will conclude his visit with visits to OP
and OGC .
5. Polygraph Graduation Ceremonies
On 8 h, the OS Polygraph School graduated students,
including~OS examiners and one NSA polygrapher. D/S
attended and presented certificates to the graduates. Also in
attendance were the NSA's Deputy Direc or of Security and
Chief, Polygraph Division. OS now has on-line polygraph
6. Special Agent Graduation Ceremonies
On 14 March,~security officers graduated from the
Special Agent's Training Class and have been assigned .as
follows:

7. "Summer-Only" Applicant Processing
DD/PS praised the efforts of CD and Field Office ersonnel
for their record-breaking performance in completing

8. State Department Minimum Storage Standards
DD/PTS attended a meeting with NSA and Department of State
(DOS) personnel concerning the recent change in DOS policy
regarding Minimum Overseas Storage Standards for Classified
Material. A working group has been established among the
aforementioned agencies to solve problems resulting from this
change in policy, and PASG has been designated as the Agency
representative.
9. Training Proposal for Non-Security Personnel
C/SES will be presenting a proposed agenda to senior
training officers in the DDA regarding a 2-3 day security
training course for non-security personnel functioning as the
"designated security officer" in overseas stations.

10. Departure of OS Administrative Officer
D/S announced that OS Administrative
Officer, will be leaving a e n
a new position as Chief of Support,
who has provided OS with outstanding support during the past
two years of remarkable growth and activity, will be replaced
by presently serving as the Chief, New Building
Project Office.
11. Letters of Appreciation/Commendatory Aemoranda
The Executive Officer announced the receipt of the
following letters of appreciation and commendatory memoranda
for the following individuals and components:
