SUBJECT: FBIS Collection Requirement No 87-14: CHAD n
1. FBIS reporting on Chad has been "most valuable" to the
Intelligence Community in following the Chad/Libya conflict. Page 3
of the attached National HUMINT Collection Plan on Chad describes our
contribution to collection efforts and notes that analysts want more
coverage from Paris sources. FBIS components should focus on those
requirements where FBIS is listed as primary or supporting collector.
These are the issues tha, t consumers want FBIS components to select,
process, and publish.
2. The "Official Use Only" version is included for use in the field
and by JPRS contractors. For easier field use, Liaison has marked the
FOUO version to show the objectives for which we are responsible. The
community will evaluate FBIS performance on these topics. We have also
included an unclassified version of the list of key personalities. The
field does not need to keep this memorandum or the classified version of
the collection plan.
2. For our internal control purposes the attachments are designated
FBIS Collection Requirement No 87-14. Use this FCR number if you have
any comments or suggestions on this plan.
