c. At the request of the Directorate for
Administration, Management Staff, the Office of
Communications provided input for the Director of Central
Intelligence's Annual Report to Congress. This report
concentrated on consumer needs, significant activities
related to intelligence support, strategy, notable
shortfalls, and challenges.
2. Satellites:
a. The Management and Plans Staff hosted a meeting
between the Office of Communications (OC) and other Agency
UHF satellite users on 8 January to discuss Crisis
Communications issues and budgetary proposals to improve
selected shortfalls. Participants from the Office of

Development and Engineering, and the Office of Technical
Services (OTS), Directorate for Science and Technology, and
the Policy and Coordination Staff, Directorate for
Operations, were very supportive of OC's proposals.
Discussions are now underway concerning the consolidation of
forwarding to respective Directorates for their
consideration.
7 January to finalize
plans for a meeting with the Management and Plans Staff,
Office of Communications (OC), to discuss and confirm OC's
future DSCS wideband requirements. While at the MSO, a copy
of the final report (dated 5 December 1986) on "The Policy
Implications and Concepts of Improved Department of Defense
Use of International Commercial Satellite Systems" was
obtained.
3. Liaison Activities:
a. attended a Directorate for Operations
Long Range Plans for Handling Information (Project DOLPHIN)
development team meeting at Headquarters on 8 January. The
purpose of this meeting was to identify initial project
tasks which could be accomplished in CY-1987. These tasks,
when implemented, would move the project from the conceptual
to the developmental stage.
25X1 c. attended the monthly meeting of the
Federal Telecommunications Standards Committee (FTSC) on
8 January at the General Services Administration. As a

point of interest, the FTSC rules on the technical adequacy
of draft Federal Telecommunications Standards through formal
coordination with Government agencies and the private sector.
d. On 9 January, attended the regular
meeting of the SHARES High Frequency (HF) Working Group,
which convened at the MITRE Corporation in McLean,
Virginia. In addition to voting on a draft Terms of
Reference, the SHARES ad hoc committee discussed ongoing
initiatives for developing automatic interoperation among
future modernized federal HF systems.
e. On 5 January, Mr. Irving Goldstein, Chairman and
Chief Executive Officer of COMSAT, and Mr. Don Flora, Vice
President of COMSAT Government Systems, paid a courtesy call
to the Office of Communications. The visit was prompted by
the need to brief Mr. Goldstein on the Agency's affiliation

Mr. Goldstein took the opportunity to discuss his new role
should the CONTEL and COMSAT merger be approved.
25X1 f. On 8 January, Director of the Data
Communications Group, ottice ot Development and Engineering,
paid a courtesy call on the Office of Communications (OC).

aforementioned position, the purpose of this visit was to
introduce himself to OC personnel and ensure that the lines
of communications remain open.
