National Communications System (NCS), and Ms. Peggy Newland,
NCS-PP, provided a briefing on the National
Telecommunications Management Structure (NTMS) to the DCO,
DDCO, and to other OC senior personnel on 14 October 1987.
The COR/COP and the Industry Executive Subcommittee (IES)
recently approved the NTMS Implementation Concept. The
concept is the initial document developed by the NCS and an
IES Task Force which outlines the approach for achieving the
capability to manage the nation's telecommunications
resources in times of national emergency.

c. The DOLPHIN meeting was held at Headquarters on
requested updates to the task plan portion of the DOLPHIN
manual and discussed various ideas on the development of
DOLPHIN.

e. On 14 October, six members of the National
Coordinating Center Staff participated in the SHARES ~2 HF
exercise, which included 15 other federal and DOD/MARS
stations located throughout the U.S. While the final
traffic statistics have yet to be consolidated, initial
observations at the NCC indicate that a sizeable volume of
test messages were successfully routed throughout the
exercise network.
